The Lisbon City Council demanded this Wednesday that the government proceed with an immediate review of the current legal framework applicable to TVDE activities in order to prevent illegal schemes within the driving profession.
At the suggestion of the PSD/CDS-PP leadership, which accepted input from the PCP, the approved proposal suggests that the government amend the law to “guarantee municipalities the authority to regulate and organize TVDE, including with regard to the creation of contingents of a municipal and/or inter-municipal character .
In a public meeting of the municipal executive, the proposal was made possible by four votes against, namely one from BE, one from Livre and two from Cidadãos por Lisboa (elected by the PS/Livre coalition), three abstentions from PS (socialist adviser Katia Rosas did not participate), and nine votes in favour, namely seven from the Novos Tempos coalition (PSD/CDS-PP/MPT/PPM/Aliança) and two from the PCP.
The petition arises after becoming aware of “alleged fraudulent activities involving organized networks”, to obtain driver’s licenses and licenses necessary for the implementation of the activity of the driver of the TVDE (individual and paid transportation of passengers in vehicles uncharacteristic of the electronic platform) .
In this context, the council proposes to the government, until the legislation is revised, to publicly disclose the number of vehicles in each municipality affected by the activity and to suspend the current licenses issued to TVDE operators that are not valid for a period longer than three months.
In its petition, the municipal executor also requires that the Institute of Mobility and Transport and the Public Security Police, within the limits of their powers and powers, contribute to “effective supervision of these situations in Lisbon in order to reduce the indicated risks”.
The registration of “alleged fraudulent practices” associated with TVDE, in addition to being a violation of the current regulatory framework, “jeopardizes the trust that society has in this important sector of activity, clearly distorting competition to the detriment of operators and professionals who scrupulously abide by the rules to which they are bound,” the petition reads.
The document also states that driving without a legally issued driver’s license and/or qualification certificates for the profession of TVDE drivers “also endangers road safety and the safety of the passengers using these services, and can fuel exploitative networks.” . people who are looking for better living conditions in our country.”
