The regulation on the social security regime for cultural workers was published this Friday, more than a year and a half after the entry into force of the regulation on specialists in this field.
The regulation, published this Friday in Diário da República and coming into force on Saturday, concerns a regime that allows workers registered in the Statute of Cultural Workers to access, for example, a suspension of activity subsidy, similar to the unemployment subsidy. .
The regulation on cultural figures came into force on January 1, 2022, and in order to use it, an employee must register in advance.
The social protection part of the law came into force in July 2022, but only from October 1, 2022, registered workers can access the subsidy, which ranges from 443.2 to 1108 euros.
However, legislation governing this special social protection regime is only now coming into force. According to Diário da República, the regulation will come into force on October 1, 2022.
Last June, following a meeting with regulators, several structures representing workers warned that the only stoppage subsidy had yet to be paid, and that lack of regulation was one of the reasons.
“Naturally, we think that after a year and a half of implementing the statute very seriously, what is still not working,” said President Plateia – Association of Performing Arts Professionals Amarilis Felizes at the time to Luce. .
On July 5, at a parliamentary hearing, Culture Minister Pedro Adao i Silva acknowledged that there was a “very small” number of potential recipients of the subsidy due to the very nature of the Statute.
According to Pedro Adao and Silva, in order to receive the subsidy, the worker must pay an “additional contribution”. [para a Segurança Social]about four percentage points above what self-employed workers are required to do.”
The Minister of Culture confirmed that “the number of cultural workers who make this additional contribution is negligible” and that it deserves reflection.
“A system that has a level of ‘acceptance’ [execução] so low implies reflection. But the level of “acceptance” has nothing to do with either regulation or welfare. This is due to the facultative nature and additional efforts to contribute,” he said.
According to the law, the Regulations on Cultural Workers, which came into force on January 1, 2022, “are reviewed within two years.”
