Judicial police inspectors will have a code of ethics, as is already the case for elements of the PSP and GNR, which establishes a set of norms related to conduct and respect for human rights, which was approved by the government this Thursday.
This Thursday, the Council of Ministers approved a resolution establishing a code of ethics for employees of the special and basic career of the judicial police.
At a press conference held after the Council of Ministers, the Minister of Justice said that “for the first time” a code of ethics for the SP was approved, which establishes a set of norms that “concern behavior, professional duties, ethical principles, transparency, impartiality, honesty, but also humanism regarding the observance of human rights”.
Catarina Sarmento i Castro added that “this deontological code already existed for the police service under the PSP and GNR” and “largely corresponds to these already established norms” for the Public Security Police and the National Republican Guard.
“It has to do with respect for human rights, with issues of integrity, respect for the values that should guide the performance of police functions, such as proportionality in the use of means and force,” he said.
The Council of Ministers also approved a bill for submission to the Assembly of the Republic, which empowers the government to approve the disciplinary status of employees holding special and permanent positions in the judicial police.
The minister said that this disciplinary charter follows a new regulation that was approved in 2019 and came into force in 2020, and it is important to update this document now.
Catarina Sarmento and Castro emphasized that this proposal is a request for authorization, which means that it will still be discussed with the unions, a version will be published in the employment bulletin, and only later a more finished version can be obtained.
“This is still a request for permission in the AR so that the government can legislate, as the law provides for this in this matter,” he explained, noting that the government pays “special attention to the JV and its activities”, namely strengthening efficiency in the areas of economic and financial crime, corruption and cybercrime.”
