Heavy rains forced New York Gov. Kathy Hochul to declare a state of emergency in New York City, Long Island and the Hudson Valley, with some National Guard troops deployed to help respond to calls for help.
The flooding caused major disruptions to the New York City subway and Metro-North commuter rail, according to the Metropolitan Transportation Agency, which operates both. Some metro lines were completely suspended and many stations were closed.
