The regulations of the SNA Executive Directorate were published after almost a year of work

The statutes of the Executive Directorate of the National Health Service (SNS), which has been in force for almost a year, were published this Thursday in the newspaper Diário da República and will come into force on Friday.

According to the decree signed by the Minister of the President Mariana Vieira da Silva, the Minister of Finance Fernando Medina and the Minister of Health Manuel Pizarro, the mission of the executive council will be to seek “a more clearly defined, flexible and dynamic social network, contributing to the provision of networked health care that meets the real needs of the population, enhancing the sustainability of the system and guaranteeing the realization of the fundamental right to health for all citizens.”

The publication comes a day after the President of the Republic insisted on the need to define a new organic structure for the National Health Service (NHS).

According to the decree, the internal organization of the Executive Directorate of the SNA, headed by Fernando Araújo, consists of organic units that are structured in 11 departments and four services, in addition to the units that “by decision of the Executive Director, which will be published in the Diário da Republic”, they can be under 28.

The executive director can also order the creation of 10 project groups to “develop specific tasks of a multidisciplinary and temporary nature.”

These are 11 departments: “Research and Planning”, “Contractualization”, “Managing People, Promoting Well-Being, Diversity and Sustainability”, “Managing the Network of Health Services and Resources”, “Managing Facilities and Equipment”. Economic and Financial Sustainability, Digital Transformation Management, Procurement and Logistics, Chronic Disease Management, Quality Management for User Health and Safety, and Training, Research, Innovation and Development.

The decree states that “Internal Management”, “Legal Affairs”, “Communication and Brand” and “Internal Audit” are the general administrative services of the Executive Council based in Porto.

The government says there are “profound organizational changes within the SNS”, with the continental extension of the Local Health Services (ULS) model “as provided for in the Charter of the Executive Directorate as part of a “process aimed at strengthening the management autonomy of the SNS as a whole and each of its member institutions.”

The resolution also emphasizes that the completion of the construction of this organizational building will determine in the near future the introduction at an organic level of changes in the structure of the bodies of the Ministry of Health, namely the General Directorate of the Health System, the General Services of the Ministry of Health and the integration of the services of the various regional health directorates into the Executive Directorate or ULS .

As part of the restructuring of the SNA, 32 entities were created and 42 were abolished, including five regional health departments, whose responsibilities were transferred to the SNA.

According to figures published by the General Budget Office, the National Health Service Executive Directorate will have a budget of around €30 million from the state budget for 2024.

The prime minister told Socialist lawmakers on Wednesday that he would meet SNS chief executive Fernando Araujo on Friday and said the 2024 budget included sufficient allocations for the health sector.

The meeting with the executive management of SNS will take place in Porto, at the São João Hospital, and will focus on ULS, Family Medicine (USF) and Emergency Services.

Also on Wednesday, the President of the Republic insisted on the need to define a new organic structure of the SNA, warning that otherwise “pieces of the puzzle will begin to burst,” but, despite everything, he expressed hope.

“Time is of fundamental importance in politics. The best idea in the world, one and a half years late, becomes a less good idea,” said Marcelo Rebelo de Souza, speaking to journalists.

When asked if he was afraid that Fernando Araujo would leave the executive council of the SNA due to the delay in approving the relevant regulations, the head of state replied that “he is a very determined person” who “managed to turn the tide.” Hospital of São João” in Porto, and that “it is very effective” in the places where it is located.
