The Minister of Health wants to implement by the end of the year a project to create teams of doctors working exclusively in emergency situations in the five largest hospitals in the country.
In an interview with the program Hora da Verdade on Rádio Renascença and the newspaper Público, Manuel Pizarro says that the project should be promoted in the emergency departments of the hospitals of São José and Santa Maria (Lisbon), São João and Santo Antonio (Porto). ), as well as at the Hospital Center and the University of Coimbra with the creation of Centers for Integrated Responsibility.
The minister argues that this model is also “necessary to be able to be less dependent on the urgency and overload of emergency physicians,” and explains that it is based on the Family Health Facility (USF) model.
“These are multi-professional teams, with a certain level of self-organization of the professionals themselves and with a remuneration model consisting of three components: a base remuneration, a bonus (which will be a premium for full performance) and an associated component of the remuneration activity index. performance,” he explains.
The government official also says the goal will be that, as is the case in USF Model B, professionals can qualify for roughly double the base salary.
“We are convinced that with this model, as is the case at USF, we will be able to improve the organization of hospitals and also increase professional satisfaction,” he emphasizes.
Pizarro says he hopes to negotiate the diploma in November and by the end of the year, at least in these five hospitals, to launch a project that can be expanded to others.
Regarding negotiations with doctors, he states that, in addition to better terms, a possible agreement would have to lead to “greater access to health care and the creation of conditions for the reorganization of the civil service.”
“With this agreement, we must achieve a balance between what SNS requires from its specialists, so that the service can be reorganized depending on overtime, and value what doctors also value very much, especially the younger ones who are more virtuous. the connection between the profession and personal and family life,” he believes.
The official notes that SNS relies heavily on the extraordinary work of doctors this Wednesday – four million hours worked in the first eight months of this year – and that any decision that reduces the workload of doctors in emergency situations “will make this situation even worse.” “
Asked about the commitment proposal, which involves working 250 overtime hours a year (currently there are 150), Pizarro explains: “The commitment proposal is not isolated.”
“What we offer emergency physicians is a model of flexibility. We recognize that some people choose to work a 35-hour work schedule, others want to stay on the current 40-hour work schedule, and others still want to maintain full dedication,” he explains.
The government official also points out that the most serious aspect affecting the SNA is the lack of full coverage of general and family medicine doctors, since this situation “also impedes other imperative reforms”, such as the reform of emergency services.
“It is obvious that it can only be fully completed if we have a good alternative that we can offer to citizens,” he concludes.
The Minister of Health also ensures that the quality of medical training is not neglected and highly appreciates the cooperation that exists between the Ministry of Health and the Order of Physicians.
On postgraduate training, he says he will announce more than 2,200 specialist training places this week, acknowledging that not all places will be filled.
