Antonio Costa says there is a need to ensure there is “no risk of reversal” in increasing the value of the public service.

Prime Minister António Costa this Monday defended the need to “guarantee that there is no risk of reversal” in salary increases and careers in public administration, considering that the “advance pace” achieved is not inconsistent with the fiscal balance.

António Costa was speaking at the signing ceremony of the Public Administration Workers’ Values ​​Agreement at the Prime Minister’s official residence in Lisbon, which included signing by the UGT, the Federation of Public Service Unions (Fesap) and the Trade Organization. The Union Front is coordinated by the State Technical Staff Union (STE).

Regarding measures to improve the civil service, António Costa believes that “there is a long way to go”, but argues that today “the foundation is solid to continue.”

“During these eight years, I was not always well understood when I said that we need to take one step at a time and never do more than we can do, because it was necessary to assure everyone in government that every step we took was not there was a move that had the risk of going backwards,” said António Costa.

“Because we had a lot of steps and reversals,” the prime minister added, clarifying that this statement “is not a pun.”

“To be clear,” he said, “in these almost 30 years” of work in public administration, “it is necessary to ensure that there is no risk of reversal” because “these achievements are not inconsistent” with a situation of stability and a balanced budget.

For her part, the Presidential Minister in charge of public administration, Mariana Vieira da Silva, said that the multi-year agreement signed 13 months ago with the unions had a number of goals that were being implemented “step by step”, such as salary updates, career reviews and performance evaluation system (Siadap).

“The agreement was the starting point, and that’s what we did, because in many cases we went further, because we made changes based on inflation, and because we accelerated several careers,” namely the senior technician career, which is part of this agreement. Monday the fair is signed, said Mariana Vieira da Silva.

The minister also highlighted that thanks to the new Siadapa rules, 60% of workers “can move faster” in their careers, ensuring more employees can reach the top.

The agreement signed this Monday concerns the revision of Siadapa and the promotion of the senior technical specialist career and the specialized technical specialist career in statistics, budget and finance.

Fesap Secretary General Jose Abraan welcomed the signing of the agreement, saying the level of negotiations should be continued “and if possible improved” with the new government that will be formed following legislative elections on March 10.

STE President Helena Rodrigues still has “a lot of work to do, but what has been done so far through collective bargaining has already been worth it,” stressing the importance of dialogue between government and trade union structures. .
