Insufficient temperature, overcrowding, lack of privacy in the bathroom, poor quality of food and frequent outbreaks of violence are just some of the complaints lodged with the European Court of Human Rights (ECtHR) by prisoners held in Cacchias from October 2020 to February. 2021.
Poor detention conditions and the slowness of justice in five cases brought to the Strasbourg court are forcing Portugal to pay almost 70 thousand euros. In two cases, the Portuguese state issued convictions. The situation in Cacchias is the same. The other concerns another prisoner who spent almost a year and nine months in the Lisbon Prison Establishment (EPL). He complained of overcrowding, insect and rat infestations, a moldy or dirty cell, poor quality food, lack of fresh air and limited or no access to hot water.
