On Tuesday, the Lisbon Municipal Assembly recommended that the council develop a plan to replace the barracks of the city’s six Humanitarian Voluntary Firefighters Associations (AHBV), which would make it possible to construct buildings with model characteristics.
This recommendation stems from the report of the 8th Standing Committee on Transport, Mobility and Security of the Municipal Assembly of Lisbon following a visit to the barracks of six AHBV military personnel in the municipality, namely: Ajuda, Beato and Penha de France, Cabo Ruivo, Campo de Fransa. Ourique, Lisbonenses and the Humanitarian Association of Volunteer Firefighters of Lisbon.
At the plenary meeting of the assembly, a recommendation consisting of 13 measures was unanimously approved, namely: PS, PSD, CDS-PP, PCP, BE, Liberal Initiative (IL), Chega, PEV, Livre, PAN, PPM, MPT, Aliança and two independent deputies from Cidadaos Por Lisbon (elected by the PS/Livre coalition).
In addition to “a plan that allows the phased replacement of the barracks of six AHBVs in the city of Lisbon,” deputies ask the city council to implement a plan to create and operate permanent intervention teams (EIPs) in six corps of volunteer firefighters (CBVs) and “the urgent acquisition of five self-contained breathing apparatus open circuit devices (ARICA) for each of the six urban CBVs.”
Another recommendation is to develop a plan to retrofit existing CBV vehicles with the immediate acquisition of a light fire engine (VLCI) to replace the machine with the characteristics proposed by the municipality in 1992, which “would provide prompt and rapid first intervention in the event of a fire” and in subsequently – the urban tactical tank vehicle (VTTU), given the recognized water supply service in combat operations.
The Assembly also proposes the creation of a Municipal Ordinance to support volunteerism among volunteer firefighters of the City of Lisbon, which will allow CBV members with volunteer status (and residing in the Municipality of Lisbon) to benefit from a set of benefits determined by the Municipality.
Among the proposals are also the idea of carrying out studies on the construction of a monument to the “Firefighter” (sapper and volunteer) of the city of Lisbon, as well as the possibility of paying the costs arising from the mandatory inspections carried out by the CBV, the costs of the collection of hazardous waste related to the pre-hospital emergency care carried out by the CBV.
The MPs also propose that “when the necessary conditions have been met so that the Firefighters Museum can be opened to the public, it should be organized jointly with the six voluntary firemen’s associations of the city of Lisbon so that protocols for support can be established.” conservation of relevant museum assets with a view to their processing and display in the future Lisbon Firefighters Museum.”
According to the assembly, the chamber should contact the Ministry of Internal Affairs to consider legislative changes, which include changing the current model of financing voluntary fire associations.
On a motion from IL, MPs also unanimously approved a recommendation to provide access to information on the current cycling network in Lisbon, asking the Chamber to accept the inspection report of the Avenida Almirante Reis bike path prepared by LNEC; inform the municipal assembly of any measures already implemented or planned, according to the findings of the above-mentioned report; and “upon completion, report the audit report to Copenhagenize France.”
