Nearly 25 years later, the body found chained and tied to the bottom of the lake has been identified. Authorities say he is Roger Dale Parham, a man wanted by the FBI for child abuse. The body was discovered on May 6, 1999 by two fishermen in Lake Barkley, Kentucky, USA.
At that time, investigators were unable to identify the man using available investigative and profiling techniques. In 2016, the victim’s body was exhumed in the hope that further investigation would finally reveal the man’s identity. But, despite all efforts, the man remained unidentified.
In early 2023, Kentucky State Police began working with a private forensic laboratory specializing in forensic genealogy, and through extensive genealogical DNA testing of the remains, a family member of the man was located.
Roger Dale Parham lived in Fort Smith, Arkansas in 1999. At the time, he was awaiting trial on several criminal charges after being arrested on charges of rape of a minor in late 1998 and released on bail.
