The President of the Republic unveiled this Friday a diploma establishing a voluntary carbon market for projects to reduce greenhouse gas emissions, taking into account “the urgency of the entry into force of the regime under consideration.”
“Despite the very important comments on administrative diplomas, given the relevance of the entry into force of the regime in question within the national and European framework, the President of the Republic promulgated a diploma that establishes a voluntary carbon market and establishes the rules for its operation,” can be read in a note published on the president’s website.
At a meeting of the Council of Ministers held on November 23, the government approved a decree-law on the creation of a voluntary carbon market, noting that it “focuses on the types of greenhouse gas (GHG) emission reduction projects and carbon capture projects developed on national territory and contributing to the reduction of greenhouse gas emissions, subject to specific eligibility criteria, emissions accounting and monitoring, reporting and verification measures by an independent organization.”
“This market, in addition to facilitating meetings between different agents, makes it possible to catalyze private sector investments, complementing government efforts to accelerate and promote mitigation measures on the national territory,” he also emphasized, according to a statement from the Council of Ministers.
