The project for a lithium battery plant in Sines is at the stage of public consultation

The environmental impact study (EIA) of the CALB lithium battery plant in the industrial and logistics zone of Sines (Setúbal) is under public consultation until February 29, the Portuguese Environment Agency (APA) said.

According to APA, in a notice seen by Lusa, the “uniform environmental licensing process” for the industrial unit for the production of lithium batteries, which the Chinese manufacturer CALB intends to install in the municipality of Sines, began this Friday and will last until February 29.

According to the document, the process, which can be found on the Participa portal (http://participa.pt), is subject to environmental impact assessment (AIA), pollution control integrated prevention (PCIP) and major accident prevention. (PAG).

The proposal submitted by CALB Europe specifies that the production of lithium batteries for electric vehicles will be located in the Sines Industrial and Logistics Zone (ZILS), managed by aicep Global Parques.

The company estimates that the 15 gigawatt-hour (GWh) industrial plant could begin production “by the end of 2025” to “meet strong customer demand, particularly in the automotive industry.” .

According to the documentation that Lusa consulted on the Participa portal, the project includes the construction of five buildings for electrode production, cell production, training and assembly, packaging and housing production.

The plant “will be built using technology designed to protect the environment and comply with current environmental legislation, as well as to create a low-carbon industrial plant,” the production company said.

“The project has an installed capacity of 42,705,000 cells per year and envisages a daily production of 23,400 cells per day on the production line,” with five production lines planned, the document said.

According to CALB, the plant will employ 1,800 people, including 1,679 in production and 121 in the administrative area. A total of 1,269 men and 582 women will be hired.

The Chinese manufacturer also indicates that the water supply to the industrial site “will be provided” by the company Águas de Santo André (AdSa) – the organization that manages this water supply system – “for both industrial waters and industrial waters. [como} para consumo humano”.

“A água que será utilizada para o processo industrial terá origem na albufeira de Morgavel, situada em Sines” e a água potável “terá origem em captações subterrâneas pertencentes à entidade gestora AdSA”.

A CALB assegura “que toda a energia utilizada na fábrica será maioritariamente proveniente de energias renováveis, quer pela aquisição da mesma com garantias de origem dos comercializadores, quer pela promoção de projetos de renováveis nas imediações”.

Segundo a empresa, o projeto “representa uma oportunidade para o desenvolvimento económico nacional e global, contribuindo para a transição energética global e para o desenvolvimento do PIB Nacional e Europeu”.

A empresa assinou, em novembro de 2022, um memorando de entendimento com a aicep Global Parques que incluiu a aquisição de “direitos de superfície, com o objetivo de montar uma fábrica de ponta mundial, altamente inteligente, informatizada e automatizada, com zero emissões de carbono”.
