Government to introduce new housing legislation ‘soon’

Prime Minister António Costa announced on Tuesday during a ceremony in Karnachid, in the municipality of Oeiras, that the government will “soon” introduce a new housing law to meet “different needs”.

Speaking to reporters at the end of a session on the recovery and resilience plan held in Karnashid, in the Lisbon area, António Costa clarified that the new legislation will address the need for “more urban land so that more construction can take place”, “transfer of housing removed from the housing market to the housing market” and the adoption of “a set of fiscal measures that provide the right incentives for landlords to rent more houses safely.”

Stressing that the government is “fulfilling the Plan for Recovery and Resilience” (PRR), the Prime Minister stressed the “great commitment of the municipalities” and reaffirmed the goal of building “26,000 new homes for 26,000 families that live in poverty.” situations and those who do not have access to decent housing”, and strengthen affordable housing for young people and middle-class families.

“We need to complete the PRR activities, the implementation of these works, other policies, and I have been working with the Minister of Housing so that we can soon present a law that meets various needs,” he said.

This Tuesday, the foundation stone was laid for a new residential development at Alto da Montagna in Carnaxida, marking the official start of the PRR’s new housing programs.

Attending the ceremony, Housing Minister Marina Gonçalves spoke about the “opportunity” that PRR represents for the housing sector, emphasizing the importance of its application throughout the territory and in cooperation with local authorities.

While acknowledging that “April implementation” implies “structural reform” in the housing sector, the minister reaffirmed the priority of strengthening the state proposal.

“We will be able to respond to families only if we strengthen the public housing stock,” he stressed.

According to the municipality of Oeiras, the Alto da Montanha building will include the construction of 64 houses and involves an investment of 12.8 million euros.

In total, the Oeiras 20|30 municipal housing plan provides for the construction of 1,353 new homes and the rehabilitation of 3,131 more, with an investment of “nearly 400 million euros”.
