The Minister of Territorial Cohesion, Ana Abruñosa, defended new models of territorial governance in Anciana on Tuesday, the cohesive development of which, in her opinion, should take precedence over administrative divisions.
“Administrative units are important, but they must not hinder projects and the cohesive development that results from the mobilization of actors in the territory,” Ana Abrunosa said in front of dozens of mayors present in this municipality in the district of Leiria, at the signing of the consortium contract for the management of the Integrated Territorial Basic Instrument (IIBT) of Pinhala hinterlands.
At a meeting in the town hall of Anciana, IIBT coordinator Luis Matias said that 200 million euros will be allocated through this instrument to achieve the planned goals.
Of this amount, 127 million euros are allocated to the action plan presented on Tuesday, of which 45 million are guaranteed by the regional Centro program (Centro 2030), also explained the former president of the Penela city council.
“We have actors from this territory who knew how to work together,” stressed Ana Abruñosa, praising the work that Luis did after the tragic fires of 2017 in June and October, in which more than 100 people died. Mathias’s team, local authorities and other organizations involved in the development of the IIBT and its strategic plan, which, according to the coordinator, are linked to 20 “mobilizing projects”, as defined in a resolution of the Council of Ministers.
According to the governor, former chairman of the Central Regional Coordination and Development Commission (CCDRC), “people can only be attracted if they see the value of the territory,” but this can happen “not by decree.”
“Besides Center 2030, it is important that there are other sources of funding” for the IIBT action plan, he recommended.
The Minister of Territorial Unity said that in this territorial political work, “it is important to have more women” in the teams that develop and make decisions.
“The territory is proud of its people,” he stressed, concluding that this is “the greatest sign of hope for this territory” of the Pinhala hinterland, which covers 24 municipalities in five intermunicipal communities: Coimbra region, Leiria region, Medio Tejo. , Beira Baixa, Beiras and Serra da Estrela.
Luis Matias, for his part, insisted that IIBT must “go much further in its strategic action plan than what is envisaged in the 2030 Centre.” [45 milhões de euros]” to be able to provide “alternative sources of financing.”
