In its statement, the PKP believes that the text and goals contained in the 2030 Strategic Plan for Water, Sanitation and Stormwater Management (PENSAARP 2030), approved by the Council of Ministers in December and coming into force on Tuesday, are “particularly negative.”
According to the party, PENSAARP 2030 “ignores the imposed priorities, namely the urgent rehabilitation of infrastructure and the reduction of water losses in systems,” and insists on “the concept of commercialization and liberalization of the sector.”
The PKP expressed its “biggest reservations” as the government approved the plan while it was still under control, following the dissolution of parliament.
PENSAARP 2030 was approved by the Council of Ministers on December 14, 2023 and comes into force this Tuesday.
“The government’s adoption of a resolution to decide on a strategy and commitment for a decade in such an important area as water supply, wastewater management and now rainwater management is an act whose legitimacy can only be justified by the largest reserves,” he says.
The PSP also believes that “water efficiency is a secondary priority that should be a priority and central element of any sector strategy”, prioritizing “invaluable elements” such as the economic and financial, structural and infrastructural sustainability of the economy. sector.
On the other hand, the communists argue that PENSAARP 2030 “does not meet the basic needs” that sewerage management places on municipalities and criticize that the plan “does not correspond to the corresponding work being carried out by local authorities throughout the country.” “, in which, after April 25, 1974, “they took water supply and the construction of sewer networks as a priority in their activities.”
“What is required is a strategy based on guarantees of public management of water resources at all levels, respecting local autonomy, taking into account the constitutional framework and the competence of local authorities,” states the PKP.
The party also believes that it is necessary to “guarantee the economic and physical accessibility of users” and “prevent the transformation of water into a business under the pretext of allegedly appropriating the value of a water resource under environmental pretexts.” but overestimating the financial component.”
According to PCP, “a strategy must be adopted that prioritizes ensuring the efficiency of water use and the quality of services provided.”
The plan sets out the sector’s main directions for the decade, consists of a strategic plan and an action plan and includes four global strategic objectives: service efficiency, effectiveness, sustainability and economic, environmental and social value of services.
The global goals are divided into specific targets, distributed across three levels of relative importance, and 70 measures to strengthen and consolidate the sector.
The plan calls for an investment of €5,500 million by 2030 in the water sector, half of which will be spent on rebuilding infrastructure.
The main direction of financing for PENSAARP 2030 from the point of view of European funds will be the Multiannual Financial Framework “Portugal 2030”.
