According to the same note, the Amparo Urbanization Plan was approved in 2008, five years before Paulo Cafofo took office as president of the Funchal City Council.
The leader of the Madeira PS was president of the municipality from October 21, 2013 to June 1, 2019, and “before his departure, the Amparo Urbanization Plan in force, as well as the delimitation of the Executive Unit, were those that were approved in 2008.”

PS Madeira informs that on April 7, 2018, the final proposal for the revised master plan of the Municipality of Funchal entered into force. This plan included priority changes to certain plans, including the urbanization plan of Amparo.
The opening of the procedure for amending the Urbanization Plan of Amparo was unanimously approved at the regular meeting held on October 31, 2018, and the Funchal Municipal Assembly approved it by a majority vote at the meeting held on November 22 of the same year.
“The same can be said that a procedure was initiated to amend the Urbanization Plan of Amparo, a procedure that, however, was not completed until the end of the mandate of Paulo Alexandre Nascimento Cafofo,” the note explains.
