The Assembly of the Republic is discussing this Wednesday the status of the National Health Service (SNS) at the initiative of the SDP and Chega, who have requested a parliamentary assessment of the decree-law of the government that created this regime and are demanding clarification.
“We understand that this is a debate that cannot be held in cabinets, this is a debate that should take place in Parliament,” said Ricardo Baptista Leite, Vice President of the PSD Parliamentary Group.
In a conversation with the Lusa news agency, the Social Democrat pointed out that the regulation of the executive leadership of the SNA, created by this charter, “only aggravated the complex of doubts in the ambiguity from an organic point of view.”
“In principle, what are the powers of the executive director, how does he work in terms of management, financing of the SNA and, above all, what reforms do you propose to change the SNA and the healthcare system as a whole,” he was listed as deputy.
Ricardo Baptista Leite also said that the PSD will present proposals aimed at “trying to alleviate a little the problems and shortcomings that the statute presents” and called on “other parties to discuss in more detail the reforms that healthcare needs.”
“These include, for example, a new SNS management and funding model to reward what is an effective improvement in health. In addition to consultations and surgeries, we must ensure that patients actually have access to the medical care they need,” he defended.
The SDP MP indicated that the party wants to ensure that through the use of “the rest of the healthcare system, the social economy, the private sector”, people “do not remain on waiting lists forever.”
The PSD also suggests “create real incentives for family doctors so that they have the necessary motivation to stay in the SNS, and perhaps even bring in doctors that the SNS has been losing over the past few years to try to answer the shortage of family doctors.” .
Also in a conversation with Lusa, MP Pedro Frazao from Chega criticized that “this SNS statute solves nothing, it creates additional problems, namely in terms of transparency, and even has some questions of constitutionality.”
The parliamentarian pointed out that his party’s objections concern “mainly the creation of an executive directorate of the SNA.”
“The government always promises decentralization, including in the field of healthcare, but what we see in its political practice is the creation of more and more centralized structures,” he lamented.
Pointing out that this new body has been created, and organizations such as regional health directorates have not disappeared, Pedro Frazao pointed out that there are several “hierarchies dependent on the tutelage of the Minister of Health that are redundant” and believes that “the merger of public managers will bring “neither transparency nor efficiency to the health sector”.
“What we have to do here is to clarify this SNS statute so that this structure will secure the future for healthcare in Portugal. This is what we want to solve,” he stressed.
