The debate on the program of the XXIV Constitutional Government ends this Friday in the Assembly of the Republic after a first day marked by several announcements and discussions on the terms of government of the executive branch.
After more than nine hours of discussion on Thursday, there remains only a final period this Friday with speeches from all parties and the government, as well as a vote on motions to reject BE and PCP, which were declared “frontrunners”.
At the opening of the debate on Thursday, Prime Minister Luis Montenegro left nine priorities for the first days and weeks of the executive, such as the approval next week of a proposed law to cut the IRS by 1,500 million euros and meetings with representatives of teachers and security forces – the latest this afternoon – “for the purpose of discussing issues related to career and salary status.”
Convene a social consultation to discuss the basis of a new income and productivity agreement, launch a program where the government will pay within 30 days, speed up the next PRR payments, which will also have new advertising rules, or decide what the 9th Tests courses will be held on paper this year, there have been other announcements.
Montenegro also promised, as expected in the election platform, the repeal of previous government measures such as “forced renting” or “fines for local housing”, as well as the approval “in the coming weeks” of other measures in the area. housing, with an exemption from BMI and stamp duty on home purchases by young people and a government guarantee mechanism so they can receive full bank financing.
In this initial speech, the Prime Minister returned to the thesis defended in his inaugural speech, that failure to reject the government’s program “means that Parliament will allow its execution before the end of the term” or before the censorship proposal is approved. , calling on the parties, in particular the PS, to clarify their positions now.
In mid-afternoon, in a statement to parliament but outside the plenary session, PS secretary-general Pedro Nuno Santos called on the prime minister to give a vote of confidence, believing that this would be the “only way” to clarify the issue.
The Socialist leader reiterated that the Socialist Party would not facilitate any motions for dismissal, but made it clear that he would also not approve a vote of confidence in the executive.
Montenegro later accused the PS in plenary of trying to “turn a corner,” arguing that the question was whether the socialists would have a sense of responsibility.
Chegi leader Andre Ventura also accused the prime minister of wanting to push the parties into a political crisis and refused to say whether he could change the vote against his already announced proposals to reject the PCP and BE.
However, the abstention of the PS is sufficient to ensure that the proposals are not approved at the end of the debate and the XXIV Constitutional Government enters into full functionality.
