Expectations for Nursing Reform and Risk Subsidization at SNS Failed

Bills from Bloco de Esquerda and Chega to provide a risk subsidy for healthcare workers and raise the retirement age for nurses were defeated this Friday in Parliament.

Bloco de Esquerda defended in plenary that the risk subsidy associated with the peak of the covid-19 pandemic has reached a “very small number” of workers and that in the face of ongoing risk, the subsidy should be established permanently for all workers- specialists. from the National Health Service (SNS).

“If your profession comes with additional risk and burden, why not recognize and reward it,” MP Pedro Filipe Soares asked, introducing the BE project to create a law on the risk and burden on the health of medical workers, remembering that they work more from above 20 million hours of overtime per year.

Chega introduced a bill recognizing the profession of nursing as rapidly wearing out and intended to raise the retirement age for nurses to 55 years.

“This is the most elementary justice,” MP Jorge Galveias said, defending the party’s graduation project, citing other professions as an example. The parliamentarian believes that first-aid posts are “almost transformed into field hospitals” due to reduced investment in the sector.

The Liberal Initiative defended public administration reform by rejecting proposals aimed at nurses. “The reform of these professions must be carried out as a matter of urgency, but it is not about passing legislation on a separate basis,” said MP Rodrigo Saraiva, who agreed with the constitution of the working group proposed by PAN in the draft. permission.

The PCP also submitted a draft resolution to the Assembly of the Republic recommending that the government define and regulate a special working and retirement regime for nurses.

Communist MP João Diaz argued that nurses are the most representative group in medical settings and that there are “countless risk factors” associated with the profession.

Speaking for Livre, MP Ruy Tavares criticized IL’s argument, arguing that saying that it is necessary to solve everyone’s problem at the same time in order not to solve the problem is a way to delay solving everyone’s problem.

The PSD, for its part, rejected the notion that a desire for “some homogeneity” would prevent the issue from being resolved and agreed to the formation of a working group, announcing that it had already taken an initiative in that sense (which had not yet been presented in plenary) . ), through the voice of MP Joana Barata López: “What’s serious is to create this working group.”

PS dismissed all initiatives, with MP Euridis Pereira saying that there is already a working group set up within the government and social security lines to study wear, risk and pain professions, which will present a report before the end of the year and that the pension expectation is “at the limit”. age of nurses will significantly reduce the need for human resources in health services.
