The parliamentary leader of the SDP admitted this Wednesday that initiatives within the IRS will go to the budget committee without a vote as long as the legislative process “will be fast,” refusing to specify whether the IRS bill will be requested by the government.
Speaking to journalists at the Assembly of the Republic, Hugo Soares said that “the initiative that proposals can be reduced to a specialty without a vote is an initiative that must come from the initiator himself.”
“If the parties understand that they must request the descent without a vote in the commission, which is the opinion of the SDP, it will be a good principle for us to be able to conduct a dialogue, in particular with two conditions that I would like to put forward: Firstly, the work of the specialists proceeds quickly , because there is an issue that fundamentally concerns us, namely the reduction of taxes on the middle class in Portugal,” he said.
The second condition is that “after there is or is no mutual understanding, the final texts that reach the plenary can be voted on in the initial vote, by specialty and in the final global vote within one day.”
“If that’s the case, then from our point of view, I think it’s very useful to be able to have this debate,” he thought, noting that “it doesn’t delay anything, because the debate on the specialty should always be happening.”
The Social Democrat also said that the SDP is “talking with all parliamentary groups” to “see what kind of mutual understanding is possible.”
“If the proposals must be voted on today, then this is also not a problem, they will be voted on today,” he noted.
Hugo Soares did not specify whether the government bill could be referred to a committee without a vote.
“We will see how the debate goes and continue negotiations with other colleagues. The dialogue must be constructive and ongoing, with the main goal of reducing taxes on the middle class,” he said.
Hugo Soares applauded the other parties for presenting proposals within the IRS, indicating that they “support the government’s initiative but are meeting to discuss” and stressed that the government proposed “tax cuts” after “only practically 15 days in power.”
“Usually, when we see tax issues in parliament, especially at the beginning of a government, it is always about a deterioration in the financial situation,” he said.
When asked about the statements of the leader of Chega, who said that he contacted Hugo Soares and proposed to reject his proposal and that of the government without a vote.
The leader of parliament said he was not interested in the “details” and believed that “the Portuguese are really concerned about whether they will get tax breaks or not.”
“The Portuguese really don’t want to worry or even take up the time of those who should serve the public interest to say, with a very quick finger raised, that I called first. I think that even if you want me to tell you, “If I had not used a stronger expression, I would have said that there is no need for this,” he argued.
This afternoon, Parliament is debating the PSD/CDS-PP government’s proposal to change IRS rates, with all opposition parties presenting their own initiatives, with the outcome of the vote unknown, taking into account the balance of power in the Assembly of the Republic.
