The PS raised a question with the Ministry of Finance about the interpretation of the Tax Service, according to which young people who filed a tax return with their parents are not entitled to a refund of tuition fees, considering the situation unacceptable.
In a question sent to the ministry headed by Joaquim Miranda Sarmento on the wage supplement for young dependent workers, the Socialists say the previous leader implemented a measure to “increase the income of qualified young people working in the country by fully reimbursing wages.” the amount paid as tuition fees, with a limit of 697 euros per year of undergraduate study and 1,500 euros per year of master’s study.”
According to the text of the question, this week it was reported that “young adults filing with the IRS with their parents are not eligible for this wage supplement because they are not independent IRS taxpayers,” the IRS interpretation states that in PS analysis is “more restrictive than intended by the regulation.”
“It is unacceptable that the Tax Administration, through administrative interpretation, restricts the rights that young Portuguese people have achieved and which are enshrined in decrees-laws and regulations,” he criticizes.
The socialists ask the PSD/CDS-PP government finance officer whether he understands that “a young person can file the relevant IRS income tax return with his parents” and whether he believes that the applicable legislation “restricts the right to receive a salary ” award to a young person who files a joint IRS return with their parents.”
“What steps will the Department take to protect the right of young people to receive a salary supplement, even if they filed an IRS return with their parents,” they also asked.
The regulation in question, according to the PS, requires young people who want to receive this salary supplement to have income from dependent or independent work and to submit a corresponding income declaration within the deadline established by law.
“The law now allows young people to file a return of income, including the relevant income, together with their parents, and this possibility should not prejudice their rights, especially with regard to their right to receive a salary supplement,” he explains.
The measure was announced in September by then-Socialist Prime Minister António Costa at PS Rent, explaining that for every year of work in Portugal, the government would refund students one year of tuition fees paid at the country’s public university. , which corresponds to 697 euros.
Regarding master’s degrees, António Costa emphasized that tuition fees vary and for this reason the director has set the reimbursement amount for a year of work in the country at 1,500 euros for each year of master’s studies.
