The Prime Minister of Portugal and the President of Ukraine have spoken by phone over the past few weeks and developed and concluded a bilateral agreement on cooperation and security, which will be signed in Lisbon on Tuesday.
This reference to the dialogue established between Luis Montenegro and Vladimir Zelensky was made by the Minister of the Presidency António Leitán Amaro this Monday, at the end of the meeting of the Council of Ministers, at a press conference in which he also stressed that the visit of the President of Ukraine to Lisbon will be “focused” at a meeting with the government and Prime Minister Luis Montenegro.
In addition to the Prime Minister, in Lisbon on Tuesday, Vladimir Zelensky will meet with the head of the Portuguese state, Marcelo Rebelo de Sousa.
In front of journalists, António Leitão Amaru said that the visit of the Ukrainian head of state “will be very important and is another sign of the commitment of the state and the Portuguese people, transmitted through the Portuguese government and, in particular, the Prime Minister.” Minister.”
“Over the past few weeks – sometimes it was public, sometimes not – the Prime Minister communicated, he spoke on the phone with the President of Ukraine. In this dialogue between the President of Ukraine and the Prime Minister, an agreement on cooperation and security was developed and agreed upon, which will be signed during the visit of Vladimir Zelensky, the Minister of the Presidency said.
Antonio Leitan Amaru confirmed that the President of Ukraine in Lisbon will meet with several organizations.”
“But it is mainly focused on its presence in Lisbon (…) with the Prime Minister and the government. This agreement will strengthen support for Portugal. Humanitarian, political support, as well as security and defense. It materializes in the efforts of the Portuguese people, of whom the government is the representative,” he said.
In Brussels, the Foreign Minister said this Monday that the agreement, which will be signed on Tuesday in the presence of the Ukrainian President, systematizes all the support provided over the past two years and covers the next ten years.
“About three weeks ago, a political agreement was concluded between Portugal and Ukraine, which is a bilateral agreement in all areas in which we have cooperated over these two years,” said Paulo Rangel in Brussels during a ministerial meeting.
The agreement, signed on the occasion of the visit of Ukrainian President Vladimir Zelensky, includes “humanitarian, financial, military and political assistance” in relation to the integration process in the European Union.
“It brings together all the aspects we have been working on, but systematically and with a ten-year perspective,” he added.
According to a statement released simultaneously by the Prime Minister’s Office and the President of the Republic, “President Zelensky’s working visit is part of the overall intention to deepen the excellent relations between the two states, with particular emphasis on strengthening cooperation in the field of security and defense.”
“During his stay, the President of Ukraine will hold working meetings with Prime Minister Luis Montenegro and will be received by President Marcelo Rebelo de Souza,” the text says.
According to the same joint note, Zelensky’s visit to Portugal “will also be an opportunity to reaffirm Portugal’s commitment to the sovereignty and territorial integrity of Ukraine, as well as to maintaining political, military, financial and humanitarian support for Kyiv.”
Last August, Marcelo Rebelo de Sousa made a two-day visit to Ukraine at the invitation of President Vladimir Zelensky on the occasion of the 32nd anniversary of that country’s independence.
During this visit, the Portuguese head of state visited Kyiv, Buca, Moshchun, Irpin and Gorenka as a sign of support for the Ukrainians in the war to defend against the invasion of the Russian Federation, which began in February 2022.
