On Tuesday, the President of the Republic said that changes in health care should make the contribution of the private and social sectors compatible with maintaining the central role of the social network, which he classified as a security for the Portuguese.
Marcelo Rebelo de Souza took this position at a conference on sustainable healthcare development organized by the newspaper. To express and the pharmaceutical company AbbVie at the Belém Cultural Center in Lisbon.
In his speech, the head of state stated that “the National Health Service (SNS) is for society as a whole a standard of security and trust” and emphasized that Portugal has an aging population and “about two million people in a poverty crisis.”
“I would add to my reflection one more thing that I have expressed, namely the idea that it was social networks that guaranteed the response to the pandemic in two decisive years of the life of the Portuguese. With due respect to the private and social aspects, those who watched these two years know that SNS was indeed decisive, and the Portuguese were aware of this and perhaps even emphasized this perception,” he believes.
At the beginning of his speech, the President of the Republic noted that it is not easy to talk about health “four days before the elections” to the European Parliament, noting that this is “not a matter of a consensus regime,” which he regretted. .
“If consensus on health issues cannot be reached, which would be ideal,” he left a message: “Let the period in which we live and will live for the next few years be a period in which all that is necessary to virtuously negotiate change from the point of In terms of the vision of the national health system, the contribution of sectors other than the social network, with the idea of the central role of the social network and the need to ensure it itself when introducing internal changes, meets the expectations of the Portuguese.”
In his opinion, “with all the caution that intervention at this moment requires, this means that there is an interesting debate going on here and a very delicate compatibility needs to be established.”
If several years ago, when the basic law on healthcare was approved, it was assumed that there would be a “minimal, minimalist window of opening for other subsystems,” now the head of state “perhaps faces the opposite question.”
According to Marcelo Rebelo de Souza, it is necessary to “introduce changes”, taking care not to “lose existing trust and security” and remembering that “society does not suddenly change demographically”, which “requires dialogue and a very reasonable approach” . scalpel operation.”
Regarding understanding health issues, he recalled his example when he led the SDP between 1996 and 1999: “I tried it myself when I was Leader of the Opposition, similar to the then Prime Minister. [António Guterres]but as you can imagine, at that time the distance was very great, but there were steps that were taken at that time.”
Regarding the latest study on the sustainability of social networks, carried out by the Higher Institute of Statistics and Information Management of the University of Novaya Lisboa in partnership with AbbVie, the President of the Republic emphasized that “the perception of the Portuguese is clearly positive. despite times of waiting and loss of productivity.”
SNS is associated “with the idea of safety, even when it doesn’t work properly,” and “its greatest strength is the quality of the healthcare workers and the information and safety they provide,” he continued.
“But that’s not all: recognized quality, trust built, maintained and sustained, and, I would say, an intuitive and proven understanding of the indispensability of social networks. It is impossible to replace it, which makes sense in a poor society, in one part, and old,” he commented.
According to the head of state, the Portuguese are aware that “there is a need to change”, using “new formulas”, but continue to “view the SNA as a guarantee, security and achievement” of democracy and the social rule of law. , which is “good news.”
