This Wednesday, the President of the Republic published a decree-law that establishes a temporary and exceptional salary supplement for doctors in the National Health Service (NHS) in order to ensure the functioning of emergency services.
This decision by the Head of State, Marcelo Rebelo de Sousa, was announced through a post on the official website of the President of the Republic on the Internet.
The relevant decree-law was approved by the Council of Ministers last Thursday and, according to the statement of that meeting, “establishes a temporary and exceptional system of remuneration of SNS doctors through a remuneration supplement that evaluates the work performed, in addition to normal working hours, of a voluntary nature for the employee, necessary to ensure the functioning of the SNS emergency services.”
“The amount of the bonus will gradually increase, and the size of the bonus will be from 40% to 70% of the basic salary of each doctor for each block of 40 hours of work performed in addition to the payment for the hours actually worked. Representatives of medical workers were heard from the structures,” the same statement by the SDP/CDS-PP government says.
A few days before the approval of this decree-law, the National Federation of Doctors (FNAM) accused the government of wanting to “pay for additional work at the price of normal work, without maximum limits until the end of the year”, putting at risk the patient’s safety.
According to Fnam, the diploma was not discussed with unions and is “incorrectly” classified as a productivity boost for additional work after reaching the statutory annual limit of 150 hours or 250 hours in the case of full-time doctors.
The same note, published this Wednesday on the official website of the President of the Republic on the Internet, reports the promulgation of another decree-law that integrates the Orders of physiotherapists and veterinarians into the National Health Council, approved by the Council of Ministers on June 25.
