Luis Montenegro, the Prime Minister, spoke at the NATO summit in Washington, USA, on Thursday. He said Portugal was “open to welcoming Ukraine to the alliance,” adding that “an attack on one member state is an attack on all.”
The Prime Minister said NATO had demonstrated its commitment and readiness to support Ukraine and “does not allow Russia to carry out unjustified aggression.”
“Today, protecting the security of NATO member states is not only about military options, it is necessary to be prepared to know how to respond in case of war and conflict,” he said. He also added that “technical support and support, including training and maintenance” are important.
Luis Montenegro explained that this summit allowed Portugal to “present in a credible and focused manner” an investment plan that he hopes will be “in line with the commitments set by NATO”, referring to the goal he has already announced to achieve in 2029, an investment in defense of around 6 billion euros, corresponding to the 2% of GDP agreed between the allies.
The Prime Minister said that these financial and military efforts will be carried out in “different ways” in terms of human resources and an investment plan for equipment, so that Portugal can assume the role of an “effective member” of NATO not only in political, diplomatic but also military efforts.
“NATO is an organization in which we commit ourselves, which ensures our security and contributes to our territorial and maritime space.”
The Prime Minister also said it was essential to “make the defence industry and everything related to it” a new “cluster” of the Portuguese economy.
“Take advantage of technological, scientific and academic potential to be at the forefront of innovation,” he concluded.
