Fenprof’s general secretary said this Wednesday that “there will be no agreement” with the Ministry of Education, which he accused of “backtracking” on some issues, asking if guardianship is “playing with teachers.”
“I don’t know if [o ministério] he plays with teachers, he plays with competition, he plays with stability. I already heard the minister say that we are very close to an agreement, but it should be an agreement between the minister and the secretary of state,” Mario Nogueira said before the start of the fifth round of negotiations on a new placement model. and a set of teachers.
Late in the afternoon on Tuesday, the Ministry of Education sent a document on a new recruitment and placement model, which, according to Fenprof, is “a thing of the past” on several counts.
“There will be no agreement,” Mario Nogueira said before entering a meeting at the Ministry of Education in Lisbon, which will be attended by all trade unions, similar to the fourth round of negotiations held earlier in the month.
Among the points that Fenprof believes the government has “brought back” is the fact that the staff of the school (Quadro de Escola) “can still be placed by these councils in the staff of the pedagogical zone (QZP)”. .
“QZP teachers who are about to join the state this year are required to apply nationwide,” Mario Nogueira added.
About the fact that the competitions are becoming annual, the Secretary General of Fenprof recalled that “half of the teachers no longer compete.”
In addition, he added, “a contractor who needs to raise the minimum wage must apply for 10 QZP annually to avoid being discriminated against in terms of wages.”
As for other demands that teachers say they are not waiving, such as restoring frozen working hours or ending vacancies and quotas for access to levels 5 and 7, Mario Nogueira says the guardianship “just ignored.”
Even though this Wednesday’s meeting brought a new model for hiring and placing teachers on the agenda, Fenprof said “unions can bring these issues up for discussion”: “You don’t just put on the table what the ministry wants “.
