The Council of the Portuguese Communities (CCP) spoke out this Thursday against two proposals from the PS bill to reorganize this body, namely the limitation of mandates and the definition of powers.
In a statement signed by Flavio Martins, Chairman of the CPC Permanent Council, this body recalls that an amendment to the law governing it (Law 66-A) is expected from 2019 and that since then “this body has specifically presented its proposals on fundamental topics, namely structuring the CCP so that it can fully function.”
After successive postponements, the last CCP elections took place in 2015, and those scheduled for 2019 have been successively postponed and are now scheduled for this year. There are two proposals, one from PSD submitted in November and one from PS submitted in the last few days and brought to the plenary session on March 3rd.
The two proposals converge, for example, on an increase to 90 directors (there are currently 80), although the CCP is proposing an increase to 100.
With regard to the “majority group proposal in the Assembly of the Republic”, the CCP points out some “gaps”, given that the PS “could go further” in several areas, and points out its disagreement with two proposals.
The CCP disagrees with the “term limit” advocated by the socialists, believing that it “confuses the exercise of autarky or local executive power with the advisory function (inherent to the CCP) of those who deal with communities and do not even have executive or legislative power.”
“What could be the justification for this,” the CCP asks.
On the other hand, it is also against the existence of “the attributes of those who are employees of the government or even the state, transferring them to the CCP, which again goes beyond the legal nature of this simple advisory body and its members.” .
The Council refers, in particular, to the article of the PS bill, which defines the authority of this body to prepare a “country report with descriptive elements of the position of the Portuguese community, including reference to the number of associations, the media, the status of education and consular services, economic and social status, among other elements relevant to community knowledge.”
The CCP is ready to “participate, cooperate, engage in dialogue and defend its proposals” contained in the two resolutions (2019 and 2022) and has sent a request to the Second Commission of the Assembly of the Republic.
