The government postponed the approval of part of diplomas for housing

The government announced this Thursday the postponement of the approval of part of the housing diplomas, the extension of the public consultation period at the request of the National Association of Portuguese Municipalities.

These diplomas relate, in the case of Bill 64, to the subletting regime, supporting the promotion of housing at controlled prices for affordable rent, encouraging the transfer of housing in local housing to rental housing, fixing the cost of rent in new leases. , protecting tenants with leases prior to 1990, creating an emergency local housing contribution, terminating golden visas (residence permits for investment activities) and various taxes and tax changes.

Bill 73 concerns the creation of a branch uniting the Rental Prohibition Service (SIMA) and the National Rental Service (BNA) to simplify procedures and harmonize the operation of these mechanisms, while Proposed Law 74 concerns the simplification and acceleration of the licensing of allotment and urban planning operations. .

Three bills will be approved by the Council of Ministers only on March 30, and then sent to the Assembly of the Republic.

This Thursday, Lusa contacted the National Association of Portuguese Municipalities, which said “it is receiving contributions from the municipalities during this week and will then prepare its opinion on the legislative package for housing.”

The remaining diplomas – two Decree-Laws regarding Home Loan Support and Rent (DL 75/XXIII/2023; DL 111/XXIII/2023) – are ending public consultations on Monday, March 13, as already scheduled (after a three-day extension ) and will be approved at a meeting of the Council of Ministers on March 16.

The Public Consultation Process on More Housing, announced after the February 16 Ministerial Council meeting, has been criticized by municipalities and sector representatives.

The package of measures proposed by the government is estimated at 900 million euros and proposes to respond to the housing crisis in five areas: increasing the supply of real estate used for residential purposes, simplifying the licensing procedure, and increasing the number of houses for rent. market, fight speculation and protect families.

Measures announced include direct rent support, suspension of new locality licenses and re-evaluation of existing ones, forced occupancy rental of vacant homes and forced labor in vacant homes, termination of golden visas, and easier licensing.
