This Monday, the SDP asked the Minister of Education about the application of the mobility regime for teachers due to illness, and also faced criticism from the Ombudsman and trade unions “in view of the seriousness” of the situation.
The first signatory of the 12 PSD questions addressed to Minister Joao Costa is the Social Democrat MP Sonia Ramos, and they are also signed by other MPs such as António Cunha, Inés Barroso, Alexandre Pozo, Joana Barata López and others.
In the introductory text concerning the issues, the PSD Parliamentary Group mentions that on June 17 a decree was issued establishing “a regime of mobility of teachers in connection with the illness of teachers, spouses or persons with whom they live in de facto union, children.” or equivalents, relatives or affinities in the first degree of the direct ascendant, who are under their care, granting them a place in the geographical area indicated by them.”
“The mentioned decree recognizes the need to continue to guarantee protection and support in case of illness to teachers, as well as family members under their care, when it becomes necessary to travel to a group of schools or to non-state institutions. group school (AE/ENA) close to the place where medical care or support is provided,” emphasizes later, before quoting statements made publicly by the Minister of Education on this matter.
Among other questions, the PSD now wants the socialist executive to clarify “how many teachers have seen their mobility situation due to illness put on hold after they improve; and how many teachers whose illness situation arose after June 30 saw their requests for deferred illness mobility?”
The PSD also wants to know how many teachers were called to the medical boards and how many showed up, how many saw a situation that allowed them to be opponents of the mobility competition due to a proven illness, and what steps have already been taken to eliminate the identified problem. Ombudsman, namely the one that refers to “the lack of a linear relationship between ADSE decisions and occupational health services.”
In this regard, the Social Democrats warn that occupational health decisions were often not implemented by schools.
“What measures have already been taken to ensure that teachers with chronic diseases, disabilities or those who have dependents with such disabilities can carry out their activities in accordance with the legal obligations binding the Portuguese state? What measures have been taken by the government to solve a serious problem in issuance and issuance of a medical certificate of multi-purpose disability? Why can’t teachers enjoy the same rights as other workers when caring for children with disabilities, chronic diseases or oncological diseases?deputies.
In this text addressed to the Minister of Education, the PSD Parliamentary Group notes that in October last year the National Federation of Teachers (Fenprof) filed a complaint with the European Committee of Social Rights about violations of community rules on the right to protect and promote safety and health at work.
They then point out that in the same month, the Ombudsman “carried out the first critical assessment of the application” of the aforementioned regulation, given that “there is no adequate disease protection regime adapted to the special requirements of the teaching profession.”
The SDP also emphasizes that the Ombudsman also expressed “concern about the requirement to present a medical certificate of multidisciplinary disability, as well as an outdated list of diseases covered by the mobility regime.”
“It also raised concerns about the impossibility for teachers who, without requiring geographic mobility, need a reduction in teaching workload or even distribution to other relevant tasks in a school context, but who cannot access these opportunities,” he adds. .up
