The Criminal Investigators Trade Union Association (ASFIC) PJ announced on Monday that speculation of an overtime strike from April 1 “remains unchanged.”
In a statement to its partners, the ASFIC/PJ leadership states that it met with the PJ National Office on Thursday and that, despite the topics raised and the clarifications provided by the leadership of this police, due to the attitude of the Ministry of Justice, “the assumptions that determined the measures of struggle” and the strike , “remain, unfortunately, unchanged.”
“After the meeting on December 16, 2022, the Ministry of Justice no longer called on the national leadership of ASFIC / PJ to start negotiations on the regulation of the Professional Statute of the Judicial Police (EPPJ) and did not publish, together with the Ministry of the Ministry of Finance, a decree on the availability and updating of the index of the picket payment certificate and preventive services “, the union said in a statement.
The ASFIC/PJ management considered in the communiqué that “Therefore, there is no other choice but to implement the measures already taken, namely strikes for all overtime”, and called on all employees to “massively adhere to the form of struggle approved, since there are provisions that are in force their budgetary impact needs to be addressed before the discussion of the State Budget for 2024.”
According to the strike notice issued last week by ASFIC/PJ, the strike begins at 00:00 on April 1 and lasts indefinitely, affecting the work of preventive units and all work performed after hours, usually from 12:30. from 14:00 to 14:00 and from 17:30 to 9:00.
Problematic for the trade union association is the lack of regulation of the professional status of special professions, which should have been carried out within six months after its entry into force, that is, from July 2020, the lack of human and material resources, and the guardianship’s failure to update the information on the cost of the picket and preventive additions.
On this last point, ASFIC/PJ found that in some cases the inspector receives an amount below the guaranteed minimum wage for picketing on weekends, which means “an illiquid and unworthy amount of 3.61 euros” per hour. work.
The ASFIC statement also analyzes issues raised at a recent meeting with SP National Director Luis Neves and Deputy National Directors Verissimo Milhazes and João Melo, namely the assessment of a career in criminal investigation, where the Union of Associations warned of “existing objections to the 2020 assessment, which remain for the period of 2021, since the procedure governing that period reproduces, in general terms, the rules applicable to the period of 2020.”
Out-of-hours work, lack of regular security personnel (due to which picket inspectors perform this function outside of their functional scope) and the transfer of inspectors from the Foreigners and Border Guards Service (SEF) to the Judicial Police (SP) were also analyzed. questions at a meeting with the national leadership of the joint venture.
Regarding the draft decree-law on the restructuring of the SEF, ASFIC/PJ states that it “expressed head-on disagreement and concern with the wording of some articles, therefore, will present its arguments in a public discussion of the diploma, where it will draw the red lines necessary to protect its associates.”
