Minister of the Presidium announces that reprogramming work under the PDP will begin in the coming weeks

A Presidency minister told Parliament this Wednesday that work will be done to reprogram the Recovery and Resilience Plan (PRR) in the coming weeks, stressing that the issues will be brought up for public discussion.

“The reprogramming work will be carried out in the coming weeks,” said Mariana Vieira da Silva, speaking at the parliamentary committee on the economy, public works, planning and housing.

According to the minister, three aspects are at stake, namely the allocation of an additional amount to be received by Portugal (1,600 million euros), decisions on the use of REPowerEU in the amount of 780 million euros available in energy measures, and the adequacy of goals and benchmarks the context of inflation.

Mariana Vieira da Silva, speaking at the request of the Liberal Initiative (IL), will have a “broad discussion” with the sectors for which these programs are intended, as well as put the measures up for public comment.

In response to the deputies, the Minister of the Presidium stressed that the contact between the Government and the European Commission on the PDP is “more than daily”, adding that it is important to understand what the European Commission understands as acceptable in the context of reprogramming.

As he gave an example, it is necessary to determine to what level of price increases the changes can be made, given that the PRR, in determining the amount of funding and the set of goals and milestones, calculated the cost for each of the investments. .

“This calculation needs to be revised as inflation is much higher than forecast in 2020,” he said.

However, he stressed that the government has not yet submitted a proposal for a revision to Brussels, which will only happen after public consultations in the coming weeks.

With regard to the priorities set by the government, as part of the reprogramming of the plan, Mariana Vieira da Silva emphasized the strengthening of the support aspects of companies, as well as the strengthening of aspects related to science and technology.

Added to this is the energy sector, which the minister called one of the most relevant for the global economy and, in particular, for the Portuguese.

Payments to Recovery and Resilience Plan (PRR) beneficiaries totaled €1,646 million last week, exceeding the €1,559 million calculated up to March 15.

The total PRR (€16,644 million) managed by the Portuguese Recovery Mission Framework is divided into three structural dimensions: resilience (€11,125 million), climate change transition (€3,059 million) and digital transformation (€2,460 million). million euros).

The three dimensions of the plan show a 100% hiring rate.

Of the total, approximately 13,900 million euros are grants and 2,700 million euros are loans.

This plan, calculated until 2026, aims to implement a set of reforms and investments in order to restore economic growth.

In addition to the goal of this plan being to repair the damage caused by covid-19, this plan also aims to support investment and create jobs.
