This Wednesday, the football and volleyball federations championed the need to adapt legislation to the different realities between amateur and professional sports, pushing for a proposed new legal regime law to combat violence in sports.
At a hearing held in Parliament, the Portuguese Football Federation (FPF), represented by Vice President José Cuceiro, María Cruz from the Legal Department and Marco Abreu from the Security Department, warned that the requirement could not be the same for professional and amateur competitions, as it forms the basis of much sporting activity.
José Cuceiro supported the idea that violence in sports can be reduced not through repression, that education starts in the family and at school, and reported that the FPF has a protocol with 24 elementary schools that start physical activity and motor development, which it hopes to cover 500 schools this year and 3800 in subsequent years.
The person in charge of the security of the FPF felt that he was concerned about the fact that the proposal to Law No. 44 is directed at professional competitions and that collusion with amateur competitions is a high risk.
“There are mandatory requirements that promoters of amateur sporting events will not be able to obtain in advance,” warned Marco Abreu.
The President of the Portuguese Volleyball Federation (FPV), Vicente Araujo, also stressed the need to adapt legislation to the different realities of professional football and other sports, ensuring their differentiation.
“The time has come for the legislator to establish a different nature of the competition and to adapt the level of demand according to the risk of fencing. There are pavilions, namely school and municipal, without a minimum of conditions,” said Vicente Araujo. .
Rogerio Macedo of the FPV legal department said that of the 4,100 incidents confirmed in the 2021/22 season, more than 3,800 were in football and futsal, and only 320 were in other sports.
“Most of the fencing bans were applied in football and futsal, exactly 271, while in handball and volleyball there was only one each, which is indicative,” said Rogerio Macedo, for whom “it is extremely important to distinguish between the stadium and a pavilion whose realities are different.”
The hearing was attended by representatives of various parliamentary groups: Joao Castro from the Socialist Party, Ines Barroso from the Social Democratic Party, Jorge Galveias from Chega and Patricia Gilvaz from the Liberal Initiative, and Alona Vera from the Socialist Party. The Communist Party and Joan Mortagua of Block de Esquerda, who are also members of the Working Group of the Committee for Culture, Communication, Youth and Sports, were absent.
In the meantime, the Portuguese Basketball Federation, the Public Security Police, the Secretary of State for Sports and the Commission for Gender Equality will continue to be heard in the work carried out by this commission.
The last meeting of the commission is scheduled for April 20, and in six days its members will vote on each item of a new bill establishing a legal regime for security and combating racism, xenophobia and intolerance in the field of sports, sports, amending Law No. 39/2009 of 30 July, which will be presented in plenary on a date yet to be determined, for approval by Parliament.
