The defense minister said this Wednesday that Portugal welcomes plans to resolve the conflict in Ukraine, like the one proposed by the Brazilian government, but that negotiations will only move forward if there is a “just peace”.
“The Portuguese Government naturally always welcomes us to try to talk about peace and all initiatives in this sense are naturally important,” Helena Carreiras explained this Wednesday when asked about the idea of Brazil to bring a group of countries together as a mediator. peace agreement in the war caused by Russia’s invasion of Ukraine.
“With regard to Ukraine, what we have said, and this is public, and it is very clear on our part, is that there is a situation that is opposed to the occupier and the country that has been invaded and attacked, and that, therefore, it is important that we are focusing our attention on creating the conditions that make it possible to achieve a just world. Helping Ukraine defend itself is an important part of this process of paving the way for diplomacy,” he added in statements to Luce during a visit to Brazil.
Emphasizing what Portugal considers a just world, Helena Carreiras recalled that the invasion of Ukraine was a unilateral decision: “It is Russia that should stop hostilities. She must leave Ukraine. the occupier continues to escalate the conflict. I would say that escalation is an invasion, it is a bombing, it is an attack. And so this is a fundamental condition. You can’t think otherwise.”
“It’s fundamental, the world has to be fair, it has to be sustainable, and so recognizing that there really is an aggressor and an aggressor is an important part of this process of creating conditions for reflection on the world.” he defended the secretary of defense.
When asked if the Brazilian government’s willingness to conclude a peace agreement, given controversial points, such as the possibility of transferring territories to Russia to Russia, could damage relations with Portugal, which is a member of NATO and supports the Ukrainians, the minister preferred to indicate points of convergence rather than divergence with the South American country .
“On this issue, I would like to say the following: Portugal and Brazil are united by several important principles. On the one hand, the idea that conflicts should be resolved peacefully. On the other hand, observance of the principles of the Charter of Nations and respect for sovereignty and territorial integrity,” he said.
“It is necessary that here, in this war [da Ucrânia], in this particular conflict, seek a just peace. I think these are very important aspects that Brazil has highlighted, and I am very pleased to note that Brazil is the only member of the BRICS. [bloco formado pelo Brasil, China, Índia, Rússia e África do Sul] who voted to condemn the invasion of Russia at the United Nations (…) All this is what unites us, what brings us closer, and I believe that it is in this field of great communication, principles and values that we must work on, and we certainly want to keep working,” he added.
The Minister of Defense kicked off the official agenda in Brazil last Tuesday by visiting LAAD Defense & Security 2023, the International Defense and Security Exhibition organized in Rio de Janeiro.
On Wednesday, Helena Carreiras visited the Embraer plant, located in Gavian Peixoto, in the interior of the state of São Paulo, to visit the plant for the production of the KC-390 Millennium military aircraft, developed in collaboration, which also involves the Portuguese company OGMA and engineering and development ( CEiiA).
The Portuguese government representative will end the trip after meeting with Brazilian Defense Minister José Musio Monteiro scheduled for this Thursday.
According to Lusa, Helena Carreiras believes that the conversation with Musiu Monteiro should be about the conflict in Ukraine and the next summit between Brazil and Portugal, which will be held from April 22 to 25 in Lisbon, as well as other topics.
“Perhaps we will talk about the summit, as well as the war in Ukraine, but we will talk, first of all, about common projects, about the cooperation that we have, about how to promote, expand and develop this cooperation in terms of economy and defense,” the minister said. .
“There are any number of areas in which we can cooperate (…) So, I guess my conversation [com o ministro da Defesa do Brasil] focus on developing our partnership [porque] there are many other areas of common interest,” he concluded.
