Parliament will vote tomorrow at the plenary visit of the President of the Republic to the World Cup

The Assembly of the Republic votes in plenary session, on Tuesday the trip of the President of the Republic to Qatar to watch the first game of the national team in the World Cup.

A new regimental voting point was scheduled for Tuesday, which was originally only scheduled for Friday, the day of the final global vote on the state budget for 2023, according to the Parliament website.

In the procedural vote scenario for Tuesday, which will precede the already regular vote on the budgetary norms mentioned the previous day, there are only the visit of the President of the Republic to Qatar and the opinions of the Transparency Commission, but no draft resolutions. already delivered to Parliament by BE, PAN and Livre on the same subject.

Also this Monday, the Parliamentary Committee on Foreign Affairs will consider and vote on approval of Marcelo Rebelo de Souza’s travel to Qatar between Wednesday and Friday “to participate in the first game of the national team at the World Cup.” which will take place on Thursday.

Parliamentary leaders PS and PSD have already announced they will agree to the move – a constitutional obligation – while IL, BE, PAN and Livre have said they will vote against.

In the travel request, the President of the Republic is requesting permission to leave the country between 23 and 25 November to watch the first game of the national team in Qatar and allows the possibility of traveling via Cairo to attend the Future of Quality Education conference along with other heads of state.

In the same letter addressed to the President of the Parliament, Marcelo Rebelo de Sousa mentions that “the participation of the highest figures of the state in the games of the national team was agreed” in the presence of the President of the Assembly of the Republic, Augusto. Santos Silva, who will appear in the second game (November 28), and Prime Minister António Costa in the third (December 2).

Draft resolutions BE, PAN and Livre ask Parliament not to be represented at the World Cup in Qatar and to recommend the same position to the government, in addition to expressing condemnation for human rights violations.

Marcelo Rebelo de Souza said last Thursday that “Qatar does not respect human rights” three days before the start of the 2022 FIFA World Cup, but asked to focus on the national team.

“Qatar does not respect human rights. All the stadium building and stuff…but let’s forget about it anyway. It’s frustrating, but let’s focus on the team,” said Marcelo Rebelo de Souza at the end of the preparatory match between Portugal and Nigeria.

A day later, in Fatima, the head of state indicated that he would be present at the first game if Parliament allowed it, and assured that he intended to talk about human rights.

Also on Friday, Prime Minister António Costa said that Portuguese political leaders will be at the World Cup in Qatar supporting the national team and not violating human rights or discriminating against women in that country.

“The World Cup is where it is. We all have a position on what Qatar is, but our team is participating in the World Cup because it is one of the few that have managed to qualify,” António Cost began.

After that, the Prime Minister separated politics and football, keeping the idea that Marcelo Rebelo de Souza, himself and Augusto Santos Silva were watching Portugal’s games in Qatar.

“The World Cup is there [no Qatar] and when we go there, we will definitely not support the Qatari regime, the violation of human rights in Qatar and the discrimination against women in Qatar. When we go there, we will support the national team, the team of all Portuguese, the team that carries the flag,” he said.
