Luis Montenegro accused the government, led by socialist António Costa, of “complete inability” to dialogue with teachers “so that a solution can be found regarding the restoration of lost time in terms of career advancement.”
Asked if he agrees with the President of the Republic that even in this case it is preferable to adopt this law, which causes a lot of criticism, the PSD chairman replied that he respects the decision of the head of state, but stressed that “legislation is not enough, and therefore from this point of view view, it was necessary to have other legislation.”
“But the president cannot legislate on behalf of the government and on behalf of the majority,” he stressed, believing that the decision of the head of state is a kind of “it’s better than nothing.”
