On Tuesday, the defense secretary downplayed the delay in the acquisition of six ocean-going patrol ships, which were scheduled for first delivery in 2023 and scheduled for 2026, noting that some projects started later and others were pushed back.
Elena Carreiras, who spoke before the Defense Parliamentary Committee on the specifics of the Military Programming Law (LPM) and the Military Infrastructure Law (LIM) proposals, responded to MP António Proa of the PSD about the delay in the implementation of this program for the acquisition of patrol ships.
The delay came after the second “withdrawal” by the Court of Accounts (TdC) of the visa contract, which the Ministry of National Defense intended to conclude with the state “holding” IdD-Portugal Defense to manage the program, the latter. year.
The official, who was also questioned by the SDP about the levels of enforcement of the Military Programming Act, explained that the LPM has several mechanisms in place to improve its enforcement, one of which is “agile management.”
As a “long-term law,” he explained, it is possible to “anticipate some projects that are already more advanced than others that are behind schedule” and cited the example of ocean-going patrol ships: “The NCO delay has allowed us to move forward with frigate upgrades, for example.”
In her opening speech, Helena Carreiras already indicated that the LPM proposal supports “the acquisition of ocean-going patrol vessels, focusing them on programming.”
“€300 million will be allocated for the acquisition of six NPOs, with the first delivery expected in 2026 and then one per year, except in 2030 when we receive the last two,” he added.
In this speech, the Minister of Defense insisted that 2022 achieved “the largest LPM execution in absolute terms” and stressed that “more than 2,405 million euros were invested between 2016 and 2022”, which is “significantly more than than in the previous period between 2010 and 2015, when just over 1,600 million euros were invested.”
With regard to the Law on Military Infrastructure (LIM), Helena Carreiras highlighted that one of the innovations of this proposal are “mechanisms that seek to simplify and make income generation more predictable, namely, faster obtaining of assessment permits and a mechanism for the regulation of unnamed professions” .
The goal, he says, is “optimum performance to increase investment in infrastructure.”
“This proposal also allows the value of an unused property to be increased before it is monetized, in order to maximize the income that will be generated. Measures related to military infrastructure projects amount to 272,822 million euros, which represents a forecast of an increase in investment in the next four years at 5%,” he added.
