New State Seniority Diploma to cover 60,000 teachers

The Council of Ministers approved this Thursday a set of measures affecting the seniority of teachers to correct the asymmetries created by the freezing of teaching careers.

“Today, the Council of Ministers approved a decree-law establishing a special regime for resolving asymmetries in the career growth of kindergarten teachers and teachers of primary and secondary educational institutions,” the Minister under the President said at a press conference following the meeting of the Council of Ministers.

The measures that make it possible to speed up promotions are intended for teachers who worked during the two periods of freezing of working hours, between 2005 and 2017, and according to Mariana Vieira da Silva, the goal is to correct the resulting asymmetry of this freeze.

The Minister also said that discussions will begin in May a similar proposal with public administration unionsintroduced in March to boost career progression, and for workers affected by two freeze periods.

The decree-law, approved this Thursday, provides that teachers will be reimbursed for the time they spent waiting for a vacancy in the 4th and 6th grades from the year of the thaw (2018), that they will be exempted from vacancies to enter the 5 th and 6th grades. 7th, in addition to reducing the duration of the step by one year for those who were also waiting for a vacancy, but already above the 6th step.

On the other hand, the official denied that the adoption of the decree-law constituted a provocation by the government against the unions, and said that the union organizations “from the first moment” rejected the offer of guardianship.

Without alternative proposals, Joao Costa added, the decree-law approved this Thursday essentially retains the measures envisaged in the original document presented to the unions in March.

“The position of the Ministry of Education has always been negotiation, not imposition. We have been able to listen to teachers’ demands and have been able to present proposals in the face of what is possible, fair and balanced,” the minister insisted, arguing that the measures are giving some teachers back hope of reaching the top of their careers.
