Marcelo Rebelo de Souza called for a veto for the 28th time today

The President of the Republic, Marcelo Rebelo de Sousa, this Monday, for the 28th time, resorted to a political veto and returned the housing package to the Assembly of the Republic, issuing a “serene negative analytical opinion”.

“I know, and we all know, that an absolute parliamentary majority can, in a few weeks, repeat the approval that has just been voted. calm judgment of analytical negatives,” wrote the President of the Republic in a message accompanying the veto on the parliamentary letter.

The decree consolidating the major amendments to the housing law was approved by Parliament on July 19 only with a positive vote by the PS and under criticism from opposition to a legislative package that changed the conditions of renting, licensing or local residence. .

PSD, Chega, Iniciativa Liberal, PCP and BE voted against, while Livre and PAN chose to abstain on the last day of voting when opposition parties were still calling for proposals to change this package, but ended up failing again as it happened by specialty.

The last time Marcelo Rebelo de Souza used a political veto was on July 26, when he returned the government’s decree on the career advancement of teachers, the fifth time he exercised this right in relation to executive diplomas.

The previous time was on April 19, when he vetoed a diploma decriminalizing euthanasia, which had meanwhile been confirmed by Parliament, leading to its adoption.

Deciding this Monday, Marcelo Rebelo de Sousa used the political veto 28 times: three times in 2016, twice in 2017, six times in 2018, five in 2019, six in 2020, three in 2021 and three in 2023. by government decrees and 23 by legislation of the Assembly of the Republic.

Last week, the President of the Republic sent a parliamentary decree to the Constitutional Court decriminalizing synthetic drugs and introducing a new distinction between trafficking and consumption.

It took Marcelo Rebelo de Sousa nearly three and a half years to send the diploma to the Constitutional Court, and with the August 17 submission, he has so far submitted a total of seven preventive review decrees, resulting in four vetoes for unconstitutionality. .

The last request to the NK before the adoption of the new law on drugs was made in January of this year in relation to professional public associations, but in the end the president of the republic promulgated a parliamentary decree, because the Constitutional Court ruled in favor of the diploma.
