The National Association of Family Physicians (USF-AN) said this Monday that the failure to complete the recruitment of new family physician specialists and their integration into family health care settings is leading to the departure of specialists.

The USF-AN statement argues that all available positions should be put out to competition, leaving them open until the next competition to “allow health care providers to meet their need for professionals.”

He also says that the existence of several competitive procedures for senior assistant general and family medicine, which are held at several local medical sites (ULS), “could, in the middle of the summer season, distract dozens of doctors, entire months, from help desk to jury integration in these procedures”.

USF-AN reminds us that the procedures are being conducted at each ULS “with the resulting dispersal of effort and potential increase in litigation” because applicants will be applying to multiple departments and will have “predictably different classifications” for the same curriculum. “.

The association argues that “the solution involves a single national competitive procedure or several controlled regional procedures”, with administrative and legal support from the Central Health Authority, “with a large number of vacancies on the ULS and ranking of candidates for site selection.” .

It warns that “huge constraints” on the availability of hospital internship places for general and family medicine fellowships are not being addressed, exacerbated by the generalization of ULS, resulting in “a reduction in the number of internship places available.” school”, especially in Lisbon.

“It is known that the place of training, especially at an early stage of personal and family life, is often a determining factor in choosing a future place of work,” the association reminds, proposing to “create incentives for counselors.” and serves hospitals that accept general and family medicine trainees.

He also criticizes the Emergency Health Plan, which calls for the appointment of physician assistants to replace general and family medicine doctors, as a “step backwards.”

“Access cannot be achieved by sacrificing quality,” USF-AN insists.

Regarding clinical secretaries, he calls for the creation of a “career accelerator” and recalls that the process of creating an integrated management and performance measurement system in public administration is “drawn out, which is affecting maturity.”

He also recalls that with the liquidation of regional health departments, competitions for hiring these clinical secretaries – “some for a period of more than 3 years” – were cancelled, emphasizing that “the shortage of these specialists is even greater than that of family doctors.”

USF-AN is also calling for a re-evaluation of the family nurse specialty situation by “negotiating with the Order of Nurses.”

The association once again warns of ULS boards’ interference with organizational, functional and technical autonomy “beyond what is legally defined for USF”, citing as examples the management of schedules, leave and performance appraisals.

He also recalls that USF professionals are still not paid according to the law, and defends mechanisms for greater flexibility in the working hours of professional careers, considering that “it is better to have two half-times than two less professionals in the SNS.” .
