PSP and GNR structures consider the document signed with the government a “semi-agreement”

The PSP and GNR structures consider the document signed with the government on Tuesday on increasing the risk premium to be a “semi-agreement”, considering that it “does not correspond” to what was expected.

“This semi-agreement was what we agreed on and what we consider sufficient for now, given that we can have wage levers, especially for those who have just joined the police,” the president of the National Police Union told reporters (SNOP), one of three PSP unions and two GNR associations that reached an agreement with the government on Tuesday on the risk premium, which means a gradual increase of 300 euros until 2026.

Bruno Pereira, who is also the spokesman for the PSP trade union platform and the GNR associations, said it was a “semi-agreement” because it “does not correspond to what is considered an ideal agreement.”

The SNOP president explained that under this agreement, police officers will receive a 300 euro raise after two and a half years, as well as a “career and salary review”.

“This is a possible solution at the moment and demonstrates a sense of responsibility. Accepting this semi-agreement does not mean that we will give in,” he stressed.

Asked about the structures that belong to the platform and did not sign the agreement, Bruno Pereira replied that “democracies have such things.”

Despite the “different position,” no one has yet expressed their desire to leave the platform, he clarified.

The president of the Association of Professional Security Guards (APG/GNR), another of the bodies that reached an agreement with the government, also considered it a “half-agreement, since it did not live up to expectations,” especially with regard to parity with elements of the judicial police.

“For reasons of responsibility, we decided to agree. We agreed to break the deadlock and give the professionals who are in the reserves and about to retire the opportunity to take a little more, which will be counted towards their old-age pension. If this does not happen, they will no longer have any value,” said Cesar Nogueira, stressing that “it was with the elderly and young people who want to run for the PNP in mind” that they signed the agreement.

According to Cesar Nogueira, this is the biggest increase, “but it is small and lower than that of PS.”

The APG president also said there was an “urgent need to discuss the status of the remuneration”, one of the issues set out in the agreement, which will be resolved from January 2025.

In addition to the increase of 300 euros, an increase in the fixed option of the fixed allowance from the current 100 to 400 euros, the signed agreement also provides for a review of the professional status, changes in the remuneration table in 2025 and in the Regulation on the assessment of the review of the remuneration tables and through the green color in health.

This €300 bonus will be paid in three installments: €200 this year and the remainder at the beginning of 2025 and 2026, increasing by €50 each year, in addition to maintaining a variable component of 20% of the base salary.

The risk and service allowance in the security forces consists of a variable part of 20% of the basic salary and a fixed part, which will increase from 100 euros to 400 euros.

Of the 13 trade union and association structures present at the meeting, five signed the agreement, representing the largest number of elements from the PSP and GNR.

The PSP unions that signed the agreement are the National Union of Police Officers (SNOP), the Alliance of Professional Police Officers (ASPP), and the National Alliance of Career Executives (SNCC), while the GNR associations are the Association of Professional Guards (APG) and the National Association of Guard Officers (ANOG).
