Vila Franca de Xira requests meeting with government to minimise impact of air traffic on population

The Municipality of Vila Franca de Xira has asked the Government for an urgent meeting to study alternatives to the NAV system for the reorganisation of air traffic in Lisbon due to the impact on the population in the south of the municipality.

Speaking to Lusa, the President of the Chamber, Fernando Paulo Ferreira (PS), began by explaining that the changes made in May by NAV Portugal with the implementation of the Point Merge System (PMS), which manages the flow of air traffic from or to Lisbon Airport, had brought “noise discomfort” to the population in the south of the municipality.

“Thanks to the changes that have been made to the air traffic control system, namely the landings and takeoffs at the Humberto Delgado airport in Portela, they have created a kind of corridor that crosses the southern part of our municipality, namely the Póvoa de Santa and Alverca do Ribatejo areas,” he said.

The official said that thanks to this new system, planes began, “especially during takeoff, to cross” the area at lower altitudes, and as such, “the noise level has increased exponentially since May.”

Fernando Paulo Ferreira said the municipality had received “many complaints from the population” and said he witnessed the same inconveniences every day.

According to the mayor, there has already been correspondence with the Minister of Infrastructure, and on Tuesday he met with the President of the Board of Directors of NAV Portugal, Pedro Angelo.

At this meeting, as he pointed out to Luce, he was informed of the existence of “conditions for studying alternatives or modifications to the system that could ultimately improve the conditions in terms of impact” on the municipality of Vila Franca de Xira.

“I understand that this is a complex process and that it will certainly take a long time because these things also include a large part of aviation safety. For me, the fundamental thing is that NAV can study the changes, but at the same time do. Therefore, the Government needs to make recommendations to this company,” he explained.

Thus, Fernando Paulo Ferreira said that he had already requested on Tuesday, after a meeting with the head of NAV, an urgent meeting with the Minister of Infrastructure, Miguel Pinto Luz, so that he could give “the necessary impetus for NAV to begin carrying out the necessary studies.

“The main thing I was told was that you can study [alternativas]so if there is an opportunity to study, the government should give these instructions to the NAV, and we will go down this path, which I think opens up opportunities to improve living conditions here in the south of the municipality,” he concluded.

Lisbon’s Point Merge (PMS) NAV air traffic management system, which helps reduce delays, became operational on 16 May following negotiations with the Air Force and an investment of €2 million.

PMS is an airport approach sequencing system in which, in the event of traffic congestion, aircraft awaiting their turn to land are arranged in two arcs and directed to a landing sequence from these arcs at a constant speed.

In the previous model, planes had to wait in a circle around the same point and, when cleared to land, went through a descent through touchdown procedure that required communication between air traffic control and the pilots.
