This Wednesday, PSD sent a fifteen-question inquiry to the prime minister about the operation of information services on the night of the restoration of the former infrastructure deputy’s laptop, asking António Coste whether he “allowed, approved or accepted” these steps.
The PSD justifies the request for clarification, announced on Tuesday by President Luis Montenegro, by saying that it believes that “irresolvable differences between several relevant actors” remain due to the events of the night of April 26 at the Ministry of Infrastructure, emphasizing that the Prime Minister “has direct supervision and responsibility for the information system of the Portuguese Republic, Information and Security Services and Services (SIRP / SIS), and that nothing that happened could happen without his prior knowledge and consent, simultaneously or later.”
“In the event that something happened without the coverage of the Prime Minister, even if it was silent, the Prime Minister is obliged to bear full administrative and political responsibility,” the Social Democrats further believe.
The PSD thus wants to know, in particular, “when and under what conditions” António Costa was informed by Minister João Galamba about the use of information services to restore the computer of former deputy Frederico Pinheiro.
“The Minister of Infrastructure stated that it was the Deputy Secretary of State to the Prime Minister who proposed the SIRP/SIS intervention. What was the basis of this proposal, when did it happen and on what conditions?” the party also wants. you know, I still doubt when Joao Galamba contacted Antonio Mendonza Mendez.
“When did any of them or a third party inform you, did you sanction, approve or accept, even tacitly, this decision?” asks the PSD directly to António Costa.
The Social Democrats still want to know “on what legal, concrete and precise basis the SIRP/SIS intervention was based” and “whether the Prime Minister supports the ‘computer theft’ story”.
“If so, how do you explain the legitimacy of the SIRP/SIS intervention?” he adds.
On the other hand, the PSD wants to know the degree of risk of the information stored on the computer of Federico Pinheiro, which justifies the interference of the “secret”.
“Given the doubts expressed publicly and by several experts, and taking into account Your Excellency’s responsibility for SIRP/SIS, what steps have you taken to investigate and control SIRP/SIS interference, the appropriate legality and the adequacy of procedures?” PSD MPs also want to know.
Another PSD issue is why the PSP and the Judicial Police were not tasked with “leading the process and making decisions and taking steps towards possible intervention by the SIRP/SIS”, as both structures were contacted that night.
“The Judicial Police conducted another risk assessment – not an urgent one – to the extent that they contacted the MP in question only in the morning of the next day. Is immediate action required?” the party asks.
The Social Democrats also want António Costa to explain “the apparent lack of coordination between the actions of the various forces and the security or information services”, why there was no attempt to take away Frederico Pinheiro’s mobile phone and why the document “up-to-date and confidential of the TAP Restructuring Program” will be kept only on the assistant’s laptop.
The PSD recalls that the Minister of Infrastructure, at a parliamentary hearing at the TAR Commission of Inquiry, stated that “until April 26, he already had suspicions about the behavior of the former deputy Frederico Pinheiro, namely that he “took photocopies in the late hours of the night'”.
“Was this reported to SIRP/SIS at some point? When did SIRP/SIS become aware of Frederico Pinheiro’s suspicious activities as a former deputy? Did SIRP/SIS conduct any specific investigation into Federico Pinheiro prior to his dismissal? If so, which of them were the results of this investigation?”
Finally, the Social Democrats want to know if there is “any information [guardada no computador do ex-adjunto] was classified as confidential under legal terms” and “who had the right to know it and why”.
