The President of the Republic, Marcelo Rebelo de Sousa, accepted this Friday the resignation of Marco Capitan Ferreira. “At the suggestion of the Prime Minister, the President of the Republic accepted the resignation of the Secretary of State for Defense of the XXIII Constitutional Government, Marco Alexandre da Silva, Captain Costa Ferreira,” the presidential administration said in a note.

The Prime Minister has submitted to the President of the Republic a proposal to dismiss Defense Minister Marco Capitan Ferreira at his own request, according to a note from António Costa’s office, published this Friday.

The note mentions that António Costa submitted to the President of the Republic a proposal for the dismissal of Marco Capitan Ferreira, “which was sent to him by the Minister of National Defense [Helena Carreiras]at his own request.”

Marco Capitan Ferreira has been Minister of Defense since the establishment of the current socialist government with an absolute majority.

Captain Ferreira signed a contract with the Directorate General of National Defense Resources (DGRDN) on March 25, 2019. The term of the contract was 60 days, but after four days it was completed.

The Liberal Initiative has already asked the Ministry of Defense whether Marco Capitan Ferreira has accumulated these functions, asking whether the statute of the public administrator has been violated.

On Sunday, the Accounts Chamber objected to Capt. Ferreira and said it did not have contracts for the maintenance of EH-101 helicopters, which were the subject of a consultancy contract from the Department of Defense.

The official gave advice without signing a contract with the ministry then led by João Gomes Cravinho, the current foreign minister.

This Friday, Expresso reports that the secretary of state has admitted Miguel Fernandes, a former administrator of Alfeite, to advise the administration of IdD’s defense holding – Portugal Defense, but the manager has never been seen officiating at the location.

Parliament has already approved a hearing by Marco Capitan Ferreira to clarify the contract signed with the Directorate General of Defense Resources before taking up his duties in the executive branch.

This hearing, at Chega’s request, was approved by the parliamentary committee on national defense, with PS abstaining.

With the same vote, a request from the PSD was also approved to send documentation relating to this contract to the Parliamentary Defense Committee.
