This Sunday, the government appointed Rui Alberto Ribeiro Veloso as the new commander-in-chief of the PPR, replacing lieutenant general Santos Correia in the office. Rui Veloso the first commander-in-chief of the GNR to come from within the Guard itself, since until now these security forces have always been commanded by generals of the army.
Lieutenant General was born on November 2, 1969 in Estoril. He is 53 years old, he served 33 years. He was appointed to his current position on August 16, 2023.
He graduated in law from the Autonomous University of Lisbon, holds a master’s degree in senior management in international security from the Carlos III University of Madrid, and is a doctoral student in the law school of the New University of Lisbon. The area of specialization is the study of internal security and criminal phenomena, crises and armed conflicts, as well as military operations.
In the period from 1996 to 2003, he was sent to the road brigade of the PPR and even commanded the Carcavelos detachment. From 2003 to 2009 he was Assistant Chief of Staff to the Commander-in-Chief Guarda, and in 2009 he was posted to Escola da Guarda, where he held various positions, the last of which was Director of Training.
In 2018, he was assigned to the Rapid Response Unit and assumed the role of commander of the Intervention Protection and Assistance Team (GIPS), which is currently the Emergency Protection and Assistance Unit.
In the field of teaching, he was for about 9 years a professor at the Military Academy, the Instituto de Estudos Superiores Militares and the Escola da Guarda.
In between these functions, he carried out 4 international missions as an instructor for the technical police cooperation project, namely to Mozambique, Guinea-Bissau and Sao Tome and Principe.
He currently holds the position of 2nd General Commander of the Republican National Guard, as well as Commander of Operations Command.
His service record contains 13 awards: two presented by the Secretary of the Interior, seven by the General Commander of the National Republican Guard, one by the General Officer and three by the Unit Commander’s Colonel, as well as two Commendations from the General Officer. He also has several foreign national awards. In 2007, he was awarded by the President of the Republic with the Military Order of Avis of Knighthood.
September 4 Rui Veloso assumes the post of General Commander of the PPR.
