Parliament will consider a decree on housing measures, vetoed by the President of the Republic, on September 21 and scheduled a biweekly debate with the Prime Minister on the 27th of the same month.
On the 28th, the government’s proposal for a tobacco law will be discussed, and the next day the executive branch will receive another diploma aimed at strengthening consumer protection.
Such appointments were made this Wednesday at a meeting of the conference of leaders of parliaments, which lasted about two and a half hours.
The PS has already expressed its intention to confirm the decree with some measures on the housing issue, which was vetoed on August 21 by Marcelo Rebelo de Sousa, and for this a positive vote of the absolute majority of the current deputies (116 parliamentarians) will be enough. The President of the Republic shall publish the diploma within eight days of its receipt.
The debate with the Prime Minister, scheduled for September 27, will already apply the rules approved during the revision of the Rules of Procedure of the Assembly of the Republic before the parliamentary recess: António Costa will appear every two weeks to answer MPs, but with a limit on the number of times the parties can split the speech time, which drew criticism from Chega at the end of the meeting.
Under the new rules, approved only with Chega abstaining, parties that have ten or more minutes of total time (PS and SDP, in the grid provided for the current legislature) will be able to divide their time into seven speeches, the rest groups MPs into five. and the only MPs representing the same party, PAN and Livre, two each.
Chega parliamentary leader Pedro Pinto felt that if the return of the biweekly debate “is to be welcomed, then the model is not entirely democratic”, asking how the number of questions would be counted if the prime minister decided not to answer any of them. or several of them.
“It was seen [na conferência de líderes] between the President of the Assembly and the “vices”, which is not yet clear how this will be taken into account. If the prime minister says he does not want to answer, we understand that he will have to attract attention,” he said, believing that this model “will create a number of confusions.”
Asked if Chega still intends to issue a vote of no confidence at the beginning of the legislative session, which could “shuffle” the parliamentary calendar, since it takes precedence over other issues, Pedro Pinto answered in the affirmative, but forwarded the statement of the date of the establishment of “his own headquarters” and the president of the party Andre Ventura.
At the end of the meeting, the IL and PCP parliamentary leaders also wanted to highlight some of the agendas discussed at the leaders’ conference.
On September 29, the Liberals will discuss their draft of a new basic health law, which Rodrigo Saraiva called “a sign of the tone with which the IL” is approaching the second legislative session, which begins on the 15th of this month.
“Health care is the ultimate sign of the degradation of public services. It takes ambition and courage, and it can only be done through structural reforms,” he justified, defending health care services with “freedom of choice and competition between providers, both public and private.” or social.
The Communists, on the other hand, stressed the need for an actual debate on the start of the school year on September 22 and the bill that creates the certificate of fitness for growing cereals on September 28.
“We want to bring to the government the challenges that remain at the beginning of the school year and our concerns about the unresolved problems of teachers,” said Paula Santos.
The first plenary session of the second legislative session, scheduled for September 15, has already been scheduled before the holidays and will consist of a debate on health (at the request of the relevant parliamentary committee) and celebrations of the centenary of the poet’s birth. Natalya Korreya.
Until the end of September, there will still be room for political declarations of various parties (21st), for Chega’s resolution on kindergartens or the BE project for arts education (both 28th), and other diplomas. .
