Security forces will be given a diploma that will accelerate career growth

On Monday, the interior minister guaranteed that security forces will be provided with a diploma to speed up the promotion of civil servants from 2024.

“Our police officers, contrary to what they feared, will benefit from the faster promotion mechanism that was developed for the Portuguese public administration, that is, they will be able to advance in their remuneration categories twice as fast,” said José Luis. José Luis Carneiro did not reveal the impact of this measure on the state budget for 2024, but recalled that the diploma will include an investment of 10 million euros to improve the pay conditions of our security forces.

“In 2024, we will already have the benefits of the progressions that were approved in 2023, which will come into force in 2023 and will come into force in 2024, this will have an effect. This is a measure aimed at civil servants with 18 years of service or more, who were subject to the freezing periods that took place between 2005 and 2007, as well as from 2011 to 2017, which will allow them to increase by six points in the certification . This point reduction applies once per employee beginning in 2024, with the benefit change effective on “January 1 of the year in which the employee accumulates the number of points required” for the benefit change.

The Decree-Law also specifies that “when employees have scored more than six points, the excess points are taken into account for the purpose of future changes to their pay position.”

According to Presidential Minister Mariana Vieira da Silva, on the day the diploma is approved by the Council of Ministers, this “accelerator” of progress should cover about 350 thousand workers, with an estimated 72 thousand people joining them. conditions for progress next year.

This measure, as explained by Mariana Vieira da Silva, will have a total budgetary effect of about 128 million euros and will allow a worker who has been marked as “adequate” (which gives one point) in the last six assessments to make a “leap”. forward” in 2024, instead of waiting to get 10 points.
