On Monday, the Environment Minister rejected the idea that increasing the single turnover tax (IUC) on vehicles built before 2007 to a maximum of 25 euros next year, or around two euros a month, is “so shocking”.
“To be honest, I don’t think that paying two euros a month for a car built before 2007 is something so shocking,” said Environment and Climate Minister Duarte Cordeiro, who was heard in the Assembly of the Republic as part of the scale of discussion in the specialty of the state budget proposal for 2024.
BE MP Pedro Filipe Soares questioned the minister about the increase in IUC for vehicles until 2007 envisaged in the government’s proposal and whether this represents “the idea that the energy transition is being carried out against the poorest.”
Duarte Cordeiro considered that the discussion about increasing the IUC “has taken on a disproportionate scope” given the “recovery of the IUC over time compared to what they will actually have to pay next year”, which is a maximum of 25 euros.
“There will be no segment of the population in the energy transition that I believe can be exempted from any degree of participation,” a government official said.
The prime minister announced in parliament that a brake would be introduced in 2024 and 2025, limiting IUC increases to a maximum of 25 euros, accusing the opposition of wanting to scare the Portuguese with the tax.
This is a measure contained in OE2024 which changes the taxation rules in terms of IUC for vehicles of category A registered before 2007 and motorcycles (category E), determining that they are no longer taxed solely on the basis of cylinder capacity (so as is currently the case) is now seen as an environmental component.
OE2024 has already been broadly approved, with PS voting in favor and PAN and Livre abstaining, and detailed discussions are underway, with the deadline for parties to submit proposals for changes to the government document ending on Tuesday.
