After taking office, the executive director of the SDS/CDS-PP/NPM coalition has 10 days to present his Program to the regional parliament – a document containing the main policy directions and measures that should be proposed to the legislative body.
According to the Political-Administrative Statute of the Azores, the discussion of the government program must take place no later than the 15th day after the assumption of office by the executive, and the discussion of the document “cannot exceed three days.”
Before the end of the debate, any parliamentary group can propose rejection of the executive program, but rejection of the document requires the approval of an absolute majority of current deputies and implies the resignation of the government.
José Manuel Bolheiro said on election night that he would govern with a “relative majority” without forming government coalitions with any other political force, despite the fact that the coalition won 26 of the 57 regional deputies, three fewer than 29. it is necessary to obtain an absolute majority.
