The report says the murder of Mariel Franco was “carefully planned” by Rio de Janeiro’s police chief.

The murder of councilwoman Marielle Franco, who was shot dead on a Rio de Janeiro street on March 14, 2018, along with her driver Anderson Gomez, was “carefully planned” by the Brazilian city’s then-police chief Rivaldo Barbosa, who was arrested by federal authorities. Police (PF) this Sunday. This is stated in the 479-page report prepared by the PF, which served as the basis for Federal Supreme Court (STF) judge Alexandre de Moraes to order, in addition to Rivaldo’s, the arrest made this Sunday of federal deputy Chiquinho Braçao. and his brother, Court of Audit adviser Domingos Brazan, accused of being the mastermind.

“He was responsible for overseeing the final control of the incident, exercising total intervention in the problems arising during the execution, especially with the imposition of conditions and demands,” reads an excerpt from the report reproduced in the arrest warrants for Rivaldo, Chiquinho and Domingos, released by Alexander de Moraes after the arrests and quoted several times this Sunday afternoon by the Minister of Justice and Public Security Ricardo Lewandowski during a press conference in Brasilia.

The PF states that Rivaldo Barbosa, an inspector (delegate) of the civil police (judicial), had a reputation for being tough in the fight against crime, but who, as the corporation claims in this report, created a large criminal organization. within the police, He agreed to participate in the plot that led to the death of the then young left-wing adviser only if he had complete control over every stage of the execution and if all participants obeyed the plan he had drawn up. When he was contacted by the alleged masterminds, Chiquinho and Domingos, linked to the militia that dominates a vast area in the western zone of Rio de Janeiro and whose interests Mariel was fighting for, Rivaldo Barbosa was the head of the Rio de Janeiro homicide department and, under circumstances that will now be investigated by the Federal Police, the day before the murder of the council member and her driver, he was appointed chief of police for the entire state of Rio de Janeiro.

It was thanks to this enormous power, which controlled the entire police structure of the state, that Rivaldo, he accuses the federal police, was able to interfere with the investigation of two brutal deaths, creating all kinds of obstacles and diverting the attention of these people. The WHO official, according to the PF report reproduced in the arrest orders signed by Alexandre de Moraes, guaranteed absolute impunity, which he had sought for six years. It is in this sense that Rivaldo and some of his deputies, commanders of the police of Rio de Janeiro, removed from their posts this Sunday also by order of Alexandre de Moraes, led the investigation to falsely indicate at that time the opposing councilor as chief councilor. and a paramilitary member who was then already arrested for another crime as an executioner – a version that persisted for many years but turned out to be false.

“Such a requirement (to monitor all actions that led to the murders of Mariel and Anderson) is based on the need to distance other authorities, especially the federal ones, from the investigation of the crime in question, in order to ensure that all the vicissitudes of the investigation were instigated by Rivaldo,” the federal police add in the report. prepared after a year of investigations parallel to those carried out by the Rio de Janeiro police, which, for now obvious reasons, led nowhere.
