The government program presented this Wednesday to the Assembly of the Republic confirms the intention to restructure the cycles of basic education and combine the 1st and 2nd cycles, a proposal that was already included in the electoral program of the Democratic Alliance.
The goal, the document says, is “to align with international trends and ensure greater continuity of approaches and comprehensive development of students.”
This change has also already been suggested by an expert in the National Council of Education’s State of Education 2022 report. Then the president of the advisory body, Domingos Fernandez, explained that the transition from the 4th to the 5th year is quite abrupt and has a negative impact on students.
The end of the 2nd cycle is not the only measure changing the curriculum, and the government intends to review the content from 1st to 12th grades.
From relaxing the compulsory teaching load to including English in the 1st cycle, the executive intends to develop a “curriculum based on scientific and cultural knowledge”, also providing for the introduction of assistance in physical education in the 1st cycle and strengthening the teaching of experimental science.
Students can also expect changes to external assessment: new assessment tests in 4th and 6th years of study in Portuguese, mathematics and a third change subject every three years, replacing the current assessment tests.
On the other hand, realizing that “the restoration of learning has failed,” the Government will create a new plan – the “A + A – Find out more now” program, but the document does not specify how it will differ. Escola+ plan, effective from 2021.
It only says it will include adequate resources to support students, training teachers to implement a tutoring system, increasing credit hours and investing in digital educational resources to support learning.
The new leader also intends to revise the Basic Law on the education system, but changes will be required.
The government program of the Democratic Alliance (AD) was approved this Wednesday by the Council of Ministers ahead of two days of debate in Parliament, on Thursday and Friday.
Presidential Minister António Leitan Amaro said the document was based on the AD’s electoral program but included “more than 60 measures from the electoral programs of other parties represented in parliament.”
